Public Works Memorandum
NO. 2012-44
DATE: May 10, 2012
TO: Honorable Mayor McElroy and City Council Members
FROM: Ryan P. McCrady, City Manager
Richard G. Marley, P. E., Public Works Director
SUBJECT: Resolution Appropriating Motor Fuel Tax Funds for Traffic Signal
Maintenance 2011 and 2012
SUMMARY RECOMMENDATION:
It is recommended by staff that the City Council approve the attached resolutions appropriating
Motor Fuel Tax(MFT) funds for general traffic signal maintenance and operations for calendar
years 2011 and 2012 and that the Mayor be authorized to sign said resolution, and the City Clerk
to attest.
1. The appropriation of$335,100.00, for traffic signal maintenance and operations for
calendar year 2011.
2. The appropriation of$367,100.00, for traffic signal maintenance and operations for
calendar year 2012.
PRIOR COUNCIL ACTION:
Each year the City Council appropriates Motor Fuel Tax(MFT) funds for traffic signal
maintenance and operations. This allocation is identified each fiscal year in the City's Capital
Improvement plan.
BACKGROUND:
The City's Capital Improvement Plan includes MFT allocations to reimburse the General Fund
for the traffic signal maintenance and operation work performed by City staff with the Public
Works Department. The funding covers the salary and benefits costs of two City Electricians,
their vehicles, materials, traffic signal electricity costs, and contracted services. The Illinois
Department of Transportation(IDOT)reimburses the City for a portion of the maintenance work,
materials, and electricity costs incurred for maintaining traffic signals located on State highways
in the City. These reimbursements are deposited into the MFT fund.
Motor Fuel Tax funds allocated to local agencies are administered by IDOT. The City is
required to adopt a resolution specifying the intended use of all MFT funds. The City Council
has appropriated Motor Fuel Tax funds for this purpose going back many years. Records
indicate that a resolution was not passed for 2011 work. The preparation of a MFT resolution is
Page I 1
