Exhibit A <br /> Project Review with Client <br /> 1. As the design of each of the four sewer segments approaches 30%complete the engineers will <br /> meet with the City to discuss findings,progress and details of the project. When the total project <br /> reaches approximately 90%,preliminary plans will be submitted to the City for review and <br /> comment. Any comments by the City will be incorporated into the design. <br /> Easements and Rights of Way <br /> 1. Where permanent easements or property acquisition is necessary,title policies will be secured to <br /> verify ownership,plats will be drawn and easements will be drafted. A maximum of 5 parcels are <br /> estimated to be needed and included in this scope of work. <br /> Permits& Signoffs <br /> 1. Construction documents will be sent to regulatory agencies for permits and approvals. These <br /> agencies will include IEPA, IDOT, State Historical Preservation and Corps of Engineers. The <br /> sewer crosses the CSX Railroad. The railroad typically considers this work to be maintenance <br /> and waives a permit. For this proposal we have assumed the railroad will need only to be notified <br /> the work is planned. <br /> IEPA Loan Application <br /> 1. This scope of work assumes the project will be funded through the IEPA Revolving Loan <br /> Program. Therefore,the necessary contract documents will be included in the specifications. <br /> The engineering contract must have special provisions to qualify for loan reimbursement. The <br /> engineer must take affirmative actions before using any sub-consultants. Loan forms will be <br /> filled out for City review. The loan will require an authorizing ordinance be passed by the <br /> Council. BGM can modify IEPA's model ordinance,but City Council must finalize the <br /> ordinance. The City must prove to IEPA there is a dedicated source of revenue to repay the loan. <br /> IEPA must approve the City's sewer use ordinance and user fees. The City's Legal Council must <br /> write an opinion on the enforceability of the ordinances. BGM will assist the City by giving <br /> advice,assist in completing applications and preparing engineering supplements to the <br /> applications. <br /> Deliverables <br /> 1. Five sets of Plans and Specifications <br /> 2. Opinion of Probable Cost <br /> 3. TEPA, IDOT,Historical Preservation, and Corps of Engineers Construction Permit Application <br /> 4. TEPA Waste Water Revolving Loan Application <br /> 5. Easement and Plat for acquisition of Easements and Land <br /> Exclusions <br /> 1. Not anticipated in the project and not included in this scope of work are hydraulic modeling or <br /> analysis, archeological or historical studies, flood analysis,public meetings, or public hearings. <br /> 2. This scope of work assumes that the City will provide traffic control equipment and personnel for <br /> performing surveying and internal inspections in or adjacent to traveled way of Lake Shore Drive, <br /> 22nd Street,Jasper Street, 161'Street, Cantrell Street,and Williams Street. The contract price <br /> shall be equitably adjusted if the Engineer provides traffic control on the above named streets. <br /> 3. Should the City require the contract documents to be prepared to allow for multiple divisions of <br /> work with multiple prime contractors,BGM's design fees and schedule will be equitably adjusted <br /> to reflect the increased project complexity. <br /> A-4 <br />
