The trenchless long lining process involves the insertion of a resin saturated felt liner from manhole <br /> to manhole that hardens to repair the damaged pipe. Long lining the pipe repairs the entire pipe <br /> segment from manhole to manhole. Long lining is the most cost effective approach for pipes that <br /> have many structural deficiencies or significant damage. Once the lining is in place, it is pressed to <br /> fit tightly against the walls of the sewer pipe by either water or air pressure. The liner is then heated <br /> to activate the resin system, causing the pipe lining to cure and harden, thereby forming a new <br /> structural pipe within the old damaged sewer pipe. During this process, excess resin is forced into <br /> cracks,joints and irregularities of the old pipe, resulting in a bond between new and old pipe. When <br /> curing is complete, private lateral lines are re-opened using a remote controlled cutting tool. <br /> The 2012 Trenchless Long Lining Repairs Project will line approximately 14,100 lineal feet of 6", <br /> 8", 10", 12", and 15" sanitary sewers and 150' of 18" storm sewer at various locations throughout <br /> the City. The work also includes lateral reinstatement, video inspection, sewer cleaning, <br /> mobilization and traffic control. <br /> Project Bid Review <br /> The project plans and specifications were prepared by Engineering Division staff. The project was <br /> advertised March 7, 2012, and bids were opened on April 4, 2012. The results for the letting are as <br /> follows: <br /> Compared to <br /> Engineer's Est. <br /> Bidder Bid Price Over(-Under) <br /> Insituform Technologies USA, Inc. $416,674.25 (-7.08%) <br /> Hoerr Construction, Inc. $423,471.00 (-5.56%) <br /> Engineer's Estimate $486,513 -------- <br /> Insituform Technologies USA, LLC provided the lowest, qualified bid. Insituform headquarters <br /> are located in Chesterfield, MO and is one of the leaders and founders of cured in place pipe lining <br /> systems. Insituform was founded in 1971 and has lined over 17,000 miles of pipe throughout the <br /> world. Insituform successfully completed the 2009-28 Trenchless Long Lining project for the City. <br /> Staff recommends that the City Council approve a contract with Insituform Technologies USA, <br /> LLC to perform the 2012 Trenchless Long Lining Repairs project. <br /> POTENTIAL OBJECTION: There are no known objections to this resolution and bid award. <br /> INPUT FROM OTHER SOURCES: None <br /> STAFF REFERENCE: Richard Marley, Public Works Director, Matt Newell, City Engineer and <br /> Paul Caswell, Civil Engineer II.
