• July 5, 2011—Council approved Resolution R2011-106 authorizing an agreement with URS <br /> Corporation to complete the final design for the replacement of the South Shores Bridge <br /> over the Sand Creek Arm of Lake Decatur and relocation of the Sanitary District of Decatur <br /> sewer interceptor at a cost of$219,200. Resolution R2011-107 was also approved <br /> authorizing$219,200 in Motor Fuel Tax funds to pay for the design services. <br /> BACKGROUND: <br /> South Shores Bridge Replacement <br /> The South Shores-Sand Creek Bridge was originally built in 1909. A new superstructure was <br /> laced on the old abutments in 1965. The foundation and abutments are 100 ears old and the <br /> P Y <br /> super-structure is 45 years old. Routine inspections carried out by City staff and various consulting <br /> engineers since 2004 have determined that the outside beams of this bridge are deteriorating and <br /> have moved with respect to the rest of the bridge. In August 2006,the Illinois Department of <br /> I <br /> f <br /> Transportation(IDOT)directed the City to place a weight restriction on the bridge and to perform <br /> follow-upinspections every 6 months to monitor the outside beams of the bridge. Since the <br /> P �' g <br /> damaged beams are not in the wheel path,the bridge is safe for normal traffic;however, the 6 <br /> month inspections show that the bridge's deterioration is increasing. The bridge needs to be <br /> replaced m the near term before stricter traffic restrictions are imposed. <br /> i <br /> P 1� <br /> Public input gathered as part of the design process indicated a desire to raise clearance height of the <br /> replacement bridge. The City Council supported the proposal to raise the bridge by 3 feet. <br /> $1.04 million in Federal Surface Transportation Program—Urban(STU)funding is currently <br /> allocated to fund a portion of the bridge replacement cost. Current preliminary estimates show the <br /> bridge and roadway replacement cost approaching$2.4 million and the cost to raise the Sanitary <br /> District interceptor approaches $500,000. The Sanitary District has indicated a willingness to pay <br /> for the sewer costs. It is proposed that Motor Fuel Tax funds be used to fund the remainder of the <br /> work <br /> Currently, the project is scheduled for a bid opening by IDOT on June 15, 2012. The South Shores { <br /> Drive bridge replacement should begin in August with completion in the early summer of 2013. <br /> One reason for the late start this year is to assure that the current bridge work being conducted on <br /> Baltimore Avenue by the County is completed and that Baltimore is open to traffic before South <br /> Shores Drive is closed. <br /> i <br /> Amendment Request <br /> To complete the final design and provide assistance during the bidding process, additional funding <br /> is required. A letter from URS is attached which discusses the design issues that arose as the work <br /> progressed. These issues contributed to the need for additional funds to complete the project <br /> design. They are summarized here: <br /> Item 1. IDOT required a noise analysis be conducted for the project. This was to determine <br /> the impact that raising the bridge would have on traffic noise that is heard by nearby <br /> residents. <br /> Items 2-4. Unforeseen conflicts arose between the roadway design and the relocation of the <br /> Sanitary District Interceptor requiring a redesign of the roadway. <br /> Page 2 <br />
