Chastain & Associates, LLP <br /> Downtown Decatur Streetscape February 23, 2012 <br /> Franklin Street Corridor Page Al of 7 <br /> Exhibit A <br /> The following scope is based on information gathered during the project interview, <br /> meetings during the Main Street project, email correspondence and the ITEP grant cost <br /> estimate. <br /> Chastain will be responsible for the following work items: <br /> Franklin Street Corridor <br /> Chastain will lead the preparation of plans and specifications based on the concept <br /> developed by the City and other consultants. <br /> 1. Investigate vaults under City sidewalks <br /> a. Determine vault locations from exterior and interior observation. <br /> b. Contact building owners/tenants to gain access to basements and measure <br /> vault sizes. Contact information will be provided by the City. The City <br /> will provide a generic letter describing need for entry. <br /> c. Document existing condition of all basements. <br /> i. Only the basement wall adjacent to the proposed improvements <br /> will be observed and documented. <br /> ii. Photograph currently exposed exterior and interior foundation <br /> walls. <br /> iii. Document all visible cracks, holes, water intrusion, etc. <br /> iv. Coverings, false walls, debris, shelving, stored items, etc. will not <br /> be removed, modified, disturbed or damaged as part of this <br /> process. <br /> d. Determine relationship between vault cover and building facade <br /> 2. Review existing sewer condition within project limits to determine if replacement <br /> is necessary <br /> a. Coordinate with City Engineering and review existing records <br /> b. Review sewer, manhole and catch basin inspections reports provided by <br /> the City for items within the construction limits. <br /> c. Identify pipes and structures within the project limits that appear to need <br /> repair based on the information provided by the City. <br /> d. Prepare a report with recommendations <br /> 3. The City shall provide a list of water valves requiring replacement. <br /> 4. Prepare the following construction plan sheets in conformance with applicable <br /> portions of Chapter 11 of the IDOT Bureau of Local Roads (BLR) Manual. <br /> a. Roadway Typical Sections <br /> i.
