Chastain & <br /> Associates to Provide Final Design Services for the Franklin Street <br /> Portion of the City's Downtown Streetscape and Open Space <br /> Enhancement Program <br /> City Project 2010-25, Section 10-00025-00-EG <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council adopt the attached Resolutions authorizing the <br /> Mayor to sign the following: <br /> 1. Local Agency Agreement with the State of Illinois to utilize $183,113 (80%of <br /> $228,892) in Federal funds for the final design of the Franklin Street Streetscape <br /> Improvement Project, and; <br /> 2. An Agreement with Homer L. Chastain &Associates to provide Phase II final design <br /> services for the Franklin Street Streetscape Project for a fee not to exceed $228,892. <br /> PRIOR COUNCIL ACTION: <br /> Appendix A provides a summary of the prior Council action. <br /> BACKGROUND: <br /> Downtown Streetscape and Open Space Enhancement <br /> On October 29, 2010,the City was informed by the Illinois Department of Transportation <br /> (IDOT)that it had been awarded an Illinois Transportation Enhancement Program(ITEP) <br /> grant for$1.9 million to design and construct streetscape improvements on Franklin and <br /> Main Streets between Eldorado Street and Wood Street. The grant amount was less than half <br /> the amount requested and was not sufficient to construct streetscape improvements on both <br /> Main Street and Franklin Street. Due to the size of the grant, on March 7, 2011, IDOT <br /> approved a request from the City to apply the entire ITEP grant to the Franklin Street <br /> corridor. <br /> Page I 1 <br />
