Marley, P.E., Public Works Director <br /> SUBJECT: Downtown Streetscape and Open Space Enhancement Program <br /> Central Park Streetscape Enhancement <br /> City Project 2012-14 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve, that the Mayor be authorized to sign and the <br /> City Clerk to attest to Change Order#3 to the Agreement with Phillip W. Cochran in the amount <br /> of$18,500 to provide preliminary design services for the Central Park phase of the City's <br /> downtown streetscape enhancement program. Change Order#3 is in addition to the current <br /> Agreement amount of$399,238.43 for a total adjusted Agreement amount of$417,738.43. <br /> PRIOR COUNCIL ACTION: <br /> Appendix A provides a summary of the prior Council action. <br /> BACKGROUND: <br /> Change Order#3 <br /> On March 7, 2011, the City Council authorized a contract with Phillip W. Cochran to provide <br /> engineering services for the Water Street Corridor of the City's Downtown Streetscape and Open <br /> Space Enhancement Program. Change Order#1 was approved for the Water Street Streetscape <br /> Phase 1 Project which was for construction engineering assistance for the work. Change Order <br /> #2 was approved to provide construction engineering assistance for phase 2 of the Water Street <br /> Streetscape work. <br /> Change Order#3 is to provide preliminary engineering services for the City's planned <br /> improvements to Central Park as part of the streetscape work. City staff, assisted by Massie <br /> Massie and Associates, has been working with Central Park user groups to review enhancement <br /> options for the park. Engineering and Architectural input is necessary to fully explore the <br /> enhancement possibilities for Central Park. Architectural input will be provided by Architectural <br /> Expressions, working as a sub-consultant to Cochran. This is preliminary work that will enable <br /> staff to formulate recommendations for City Council review and input. The scope of services <br /> will include: <br /> • Review and record the existing interior conditions of the Transfer House and review <br /> renovation options.
