• Review options for park amenities including restrooms, entertainment areas, and lighting. <br /> • Meet with Central Park interest groups. <br /> • Prepare enhancement options including sketch plans and preliminary cost estimates. <br /> This work will be the framework that will enable Cochran to provide a design engineering <br /> proposal to the City that will incorporate Central Park enhancements approved by the City <br /> Council. <br /> Anticipated Project Schedule <br /> Construction has resumed on the Water Street corridor and has begun on the Main Street corridor <br /> as warmer temperatures began to prevail. Water Street along with the Merchant and Prairie <br /> Street portions of the Main Street corridor are to be completed prior to the Decatur Celebration. <br /> The overall Main Street corridor project is to be completed by June of 2013. <br /> The Central Park phase of the work will include North and South Park Streets and a portion of <br /> North Street just east of Franklin as shown on the attached drawing. <br /> It is anticipated that Franklin Street Streetscape work utilizing Illinois Transportation <br /> Enhancement Program(ITEP) funding will begin late this year and continue into 2013. <br /> POTENTIAL OBJECTION: There are no known objections to this resolution. <br /> INPUT FROM OTHER SOURCES: Massie Massie and Associates, Phillip W. Cochran P.E. <br /> STAFF REFERENCE: Richard Marley, Public Works Director and Matt Newell, City <br /> Engineer. Richard Marley will be in attendance at the City Council meeting to answer any <br /> questions of the Council on this item. <br /> BUDGET/TIME IMPLICATIONS: <br /> Budget Impact: Funding for this work is allocated as part of the General Obligation Bonds <br /> authorized by the City Council on November 15, 2010. Change Order#3 is for $18,500 which is <br /> in addition to the current Agreement amount of$399,238.43 for a total adjusted Agreement <br /> amount of$417,738.43. <br /> Staffing Impact: Staff time has been allocated for managing the downtown streetscape work. <br /> This Memorandum was prepared by Matthew C.
