APPENDIX A <br /> SUMMARY OF PRIOR COUNCIL ACTION <br /> • May 19, 2008— Council approved Resolution R2008-67 approving a 10 year pricing <br /> agreement with Sternberg Lighting of Roselle, Illinois, for the purchase of 13' tall, square <br /> tapered pole, pedestrian light poles and luminaires. <br /> • October 21, 2010—Council approved Resolution R2010-202 authorizing and approving <br /> the Jurisdictional Transfer of North and South Route 51 (Franklin Street and Main <br /> Street),between Eldorado Street and Cleveland Avenue. The City is to receive <br /> $2,245,000 upon approval of the transfer by the State. The State requires that the funds <br /> be expended in accordance with Motor Fuel Tax requirements. <br /> • November 15, 2010— Council approved Resolution R2010-79 which provided for the <br /> issuance of Four Series General Obligation Bonds of the City of Decatur and provided for <br /> the Levy and Collection of a Direct Annual Tax for the payment of the Principal and <br /> Interest on the Bonds. Funding for downtown capital improvements were identified for <br /> $8.76 million of the authorized bond. <br /> • December 6, 2010— Council approved Resolution 82010-223 authorizing a$168,000 <br /> Professional Services Agreement between the City of Decatur and Massie Massie and <br /> Associates to provide program administration assistance for the design of downtown <br /> streetscape and open space improvements. The proposed work includes sidewalks, parks, <br /> open spaces and parking in the downtown area. <br /> • March 7, 2011 — Council approved Resolution R2011-20 authorizing a$354,238.43 <br /> Professional Services Agreement between the City of Decatur and Phillip W. Cochran <br /> Engineering to design streetscape improvements for the Water Street corridor between <br /> Eldorado Street and Wood Street. <br /> • April 4, 2011 —Council was given a presentation on the proposed downtown streetscape <br /> improvement program in Study Session. <br /> • May 16, 2011 —Council approved Resolution R2011-69 approving a Project Labor <br /> Agreement (PLA) with the Decatur Building & Construction Trades Council, AFL-CIO; <br /> Mid-Central Illinois Regional Council of Carpenters; International Brotherhood of <br /> Teamsters and Chauffeurs Local#279 for the Downtown Streetscape Project and the <br /> Rehabilitation of Main & Franklin Streets from Cleveland to Wood Streets. <br /> • July 5, 2011 —Council approved Resolution R2011-103 authorizing a contract in the <br /> amount of$769,808.90 for Water Street Streetscape Enhancement Project—Phase 1, City <br /> Project 2010-14, to Otto Baum Company, Inc. as the lowest qualified bidder. <br /> • July 5, 2011 —Council approved Resolution 82011-104 authorizing Change Order#1 to <br /> the Agreement with Phillip W. Cochran in the amount of$15,000 to provide construction <br /> engineering services for the Water Street Streetscape Enhancement Project— Phase 1 for <br /> a total adjusted Agreement amount of$369,238.43. <br /> Page 13 <br />
