Mass Transit Memorandum
No. 020812-1
February 8,2012
TO: Honorable Mayor McElroy and City Council Members
FROM: Ryan McCrady, City Manager
Paul McChancy, Mass Transit Administrator
SUBJECT: FTA Operating and Capital Assistance Grant for FY-2012
SUMMARY Staff recommends that Council approve a Resolution to authorize
RECOMMENDATION: the filing of an application and the execution of a grant for Federal
Transit Administration (FTA) operating and capital assistance for
FY-2012 in the amount of$1,204,188.
BACKGROUND: Every year the Federal Transit Administration (FTA) apportions
grant funds to each metropolitan transit system for operating
assistance and for capital projects. FTA recently published the
apportionments for FY-2012, showing that Decatur will receive
$709,828. (Please note that the current apportionment is only a
part of the funds that Decatur will receive when the full budget is
finally approved by Congress.) Decatur currently has a balance of
$494,360 remaining from the revised FY-2011 apportionment.
This amount was reserved for future operating and capital projects.
Therefore Decatur has a total of$1,204,188 in FTA funds available
for FY-2012.
Staff proposes to use$1,082,688 to offset part of the Transit System's
operating deficit. A total of$1,300,000 in FTA operating funds has
been budgeted in the current City budget. Staff proposes to use the
remaining$121,500 for the following capital projects:
• $69,000 to purchase two (2) wheelchair accessible mini-
vans for demand responsive transportation for people with
disabilities;
• $45,000 to construct a small storage building for the
Maintenance Department; and
• $7,500 to remove and replace asphalt around the existing
gasoline storage tank.
POTENTIAL A public hearing was held to discuss this grant application. No
OBJECTION: negative comments were received. There are no known or
expected objections to this grant application.
