Mass Transit Memorandum <br /> No. 020812-1 <br /> February 8,2012 <br /> TO: Honorable Mayor McElroy and City Council Members <br /> FROM: Ryan McCrady, City Manager <br /> Paul McChancy, Mass Transit Administrator <br /> SUBJECT: FTA Operating and Capital Assistance Grant for FY-2012 <br /> SUMMARY Staff recommends that Council approve a Resolution to authorize <br /> RECOMMENDATION: the filing of an application and the execution of a grant for Federal <br /> Transit Administration (FTA) operating and capital assistance for <br /> FY-2012 in the amount of$1,204,188. <br /> BACKGROUND: Every year the Federal Transit Administration (FTA) apportions <br /> grant funds to each metropolitan transit system for operating <br /> assistance and for capital projects. FTA recently published the <br /> apportionments for FY-2012, showing that Decatur will receive <br /> $709,828. (Please note that the current apportionment is only a <br /> part of the funds that Decatur will receive when the full budget is <br /> finally approved by Congress.) Decatur currently has a balance of <br /> $494,360 remaining from the revised FY-2011 apportionment. <br /> This amount was reserved for future operating and capital projects. <br /> Therefore Decatur has a total of$1,204,188 in FTA funds available <br /> for FY-2012. <br /> Staff proposes to use$1,082,688 to offset part of the Transit System's <br /> operating deficit. A total of$1,300,000 in FTA operating funds has <br /> been budgeted in the current City budget. Staff proposes to use the <br /> remaining$121,500 for the following capital projects: <br /> • $69,000 to purchase two (2) wheelchair accessible mini- <br /> vans for demand responsive transportation for people with <br /> disabilities; <br /> • $45,000 to construct a small storage building for the <br /> Maintenance Department; and <br /> • $7,500 to remove and replace asphalt around the existing <br /> gasoline storage tank. <br /> POTENTIAL A public hearing was held to discuss this grant application. No <br /> OBJECTION: negative comments were received. There are no known or <br /> expected objections to this grant application. <br />
