A , <br /> The right of way purchase procedures for projects involving Federal funds are defined by the <br /> Illinois Department of Transportation to include appraisal of the affected properties followed by <br /> purchase negotiations. Both appraisal services and negotiating services must utilize IDOT approved <br /> service providers of which there are none in the immediate Decatur area. <br /> James H. Webster&Associates, Ltd. was recommended as having completed similar work in the <br /> Champaign-Urbana area and they are familiar with Decatur. They are approved by IDOT for <br /> appraisal services and are familiar with the necessary process and paperwork required by the State. <br /> The proposed appraisal fee is $6,000. A total authorization of$7,000 is proposed to provide <br /> contingency to cover unforeseen issues that may arise in the appraisal process. <br /> John R. Smith and Charles E. McDaniel are IDOT certified negotiators and successfully completed <br /> easement negotiations for the City on the Eldorado Streetscape project. The negotiation fee is <br /> $5,000. A total of$6,500 is proposed to provide contingency to cover potential problems that may <br /> arise during negotiations for a total of$6,500. <br /> POTENTIAL OBJECTION: There are no known objections to this resolution. <br /> INPUT FROM OTHER SOURCES: Illinois Department of Transportation <br /> STAFF REFERENCE: Richard Marley, Public Works Director and Matthew Newell, City <br /> Engineer. Richard Marley will be in attendance at the City Council meeting to answer any <br /> questions of the Council on this item. <br /> BUDGET/TIME IMPLICATIONS: <br /> Budget Impact: Funding for the right of way appraisal and negotiation services for the South <br /> Shores/ Sand Creek Bridge replacement will be drawn from the operating expenses for the <br /> Engineering Division in the General Fund.
