Exhibit A
SCOPE OF WORK
(Describe the scope of work by breaking down the project into major work elements or phases.
Further divide the major work elements or phases into tasks, identify proposed staff positions to
accomplish the tasks, and show direct salary cost. Estimate the staff hours to accomplish the
task, and calculate the direct cost. A sum of staff hours by position and direct salary cost should
be made for each of the major work elements or phases. The total estimated labor cost is the sum
of all the elements or phases multiplied by the approved project multiplier. The total estimated
engineering cost is the total labor cost plus estimated reimbursable expenses. Alternately,
replace this Exhibit with a spread sheet defining scope of work. Mark the spreadsheet Exhibit
A.) Number pages "A-1", "A-2" and so on.
Project Description:
Provide professional services to investigate potential strategies to prevent Asian Carp from
migrating up the Sangamon River and into Lake Decatur by passing the Lake Decatur dam.
Although a preferred barrier option may be identified as part of this study process, Hanson can in
no way assure the City that any proposed improvement will prohibit invasive species from
migrating into Lake Decatur.
Services:
The Scope of Services to be provided is limited to the following:
1. Various state and federal agencies have been conducting research to: determine
the swim characteristics of Asian Carp; and implement pilot projects to evaluate
the performance of various fish barrier concepts. Hanson will apply existing
research by these agencies as they relate to the conditions at the Lake Decatur
dam.
a. The combination of the Lake Decatur dam and the downstream tailwater
dam provides a unique environment that may be desirable to researchers
since the carp can be confined to the tailwater pool. Hanson will
investigate opportunities with these agencies to determine the potential for
construction of one of their pilot projects at the Lake Decatur dam.
b. Hanson will contact state and federal agencies doing the Asian Carp
research to get input into the Decatur project for both technical guidance
and possible funding.
2. Compare known swim characteristics of the Asian Carp to the velocity and flow
characteristics of the dam at various flood stages. This comparison will evaluate
the potential for the carp to migrate upstream, over the bascule gates and/or
through the sluice gates, during periods when the tailwater pool is elevated.
a. A summary of tailwater and pool conditions for the main dam and
tailwater dam will be created for a range of flows.
A-1
