Alexander,Director of Water Management \< ` , <br /> SUBJECT: Agreement with Hanson Professional Services, Inc., for Development of an <br /> Asian Carp Protection Plan for Lake Decatur, City Project 2011-13 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council authorize an agreement with Hanson Professional <br /> Services, Inc. (Hanson) to prepare an Asian Carp Protection Plan for Lake Decatur. The <br /> Resolution authorizes the Mayor to execute the Agreement with Hanson, and for the expenditure <br /> of up to $63,700. <br /> PRIOR COUNCIL ACTION: <br /> Action on this item was tabled at the December 19, 2011 Council meeting so that Council could <br /> be provided additional information at the January 17, 2012 Council meeting. During the January <br /> 17 study session Council indicated that they would be interested in authorizing the agreement at a <br /> future Council meeting. <br /> BACKGROUND: <br /> In 2007 Asian Carp were declared to be an invasive species by the United States Department of <br /> the Interior. In December 2010 the Asian Carp Prevention and Control Act was signed into law <br /> placing Asian Carp on the injurious wildlife list. An injurious wildlife listing means that it is <br /> illegal to import or transport live Asian Carp across state lines. Asian Carp generally refer to four <br /> species of carp: black carp, bighead carp, grass carp, and silver carp. <br /> Last July the Illinois Department of Natural Resources (IDNR) and City's Water Management <br /> Department determined that a large number of bighead and silver Asian Carp had migrated up the <br /> Sangamon River to the Lake Decatur Dam. At this time it appears that the dam acts as a barrier to <br /> further migration. IDNR and City staff has discussed possible strategies to keep them from <br /> migrating past the dam. To date no Asian Carp have been identified in Lake Decatur or in the <br /> Sangamon River upstream of the Lake. <br /> Page I 1 <br />
