September 5, 2012
PWC Project: 12003
Section Four: Justification
1. The southwest corner of the site was previously developed and operated as a
gas station, vehicle service/repair station for many years.
2. The two abutting streets are major arterial streets in the Street Classification
System.
3. Recent residential development in the area (Wabash Crossing, senior housing)
has created a demand for services that the proposed strip center will serve (gas
station/convenience store, with a sandwich outlet, a laundromat, and space for future
stores or offices).
4. The adjoining property to the East is zoned 0-1, all required buffer yard and
landscaping is being provided as per the City Ordinance, as shown on the detailed
landscape plans included in the PD drawings.
5. This project is consistent with the City of Decatur's goal of redeveloping vacant
properties in the inner city. The adjacent property values will not be adversely affected
by the construction of the project. Fencing and landscaping provide a visual barrier and
sound barrier separating the development from the properties to the east. Site lighting
is in accordance with the City Ordinance assuring that there is no light pollution.
