Excerpts from Plan Commission Minutes of September 6,2012:
Cal. No. 12-31 Petition of JOHN AND MARTHA
BRINKOETTER, to amend the PD Development
located at 180 West Imboden and 2110-2181
Imboden Place.
Mrs. Stewart presented the recommendation of staff.
On October 6, 2011 the City Plan Commission voted 9-0 to approve the rezoning from R-5
Special Use Permit and R-5 Residential Development Plan (R-5 RDP) to PD Planned
Development. The petition was approved by City Council by a 7-0 vote on October 17, 2011.
The petitioner proposed to rezone property from R-5 Special Use Permit and R-5 Residential
Development Plan to PD Planned Development to allow for the construction of a 20 unit
memory care facility. The proposed facility would complement the already existing nursing
home to the west, the independent living facility to the east and the assisted living facility
immediately to the south.
The proposed development would be a single story structure that was designed to complement
the existing buildings and facilities.
The petitioner proposes to amend the PD Planned Development Plan to still allow for the
construction of a 20 unit memory care facility. The development is still proposed to be a single
story structure.
When the developer was in the process of obtaining the necessary State of Illinois approvals it
was a requirement of the State of Illinois Department of Public Health that the proposed new
memory care facility be attached to the existing Imboden Creek Living Center nursing home.
Building a separate stand-a-lone building would not be feasible due to the fact the nursing home
and memory care facility would have had to have separate staff, nurses and an administrator to
run the new facility. No co-mingling of staff could occur. The proposed building will be built
on the same property as the previously approved PD plan with the exception that it will be
located nearer to the existing building and attached by a corridor.
Staff believes that the proposed development is compatible with the surrounding area and will
have a positive impact on the neighborhood. The nursing home to the west and the independent
living to the east have been at the current location for over 20 years and it has not appeared to
have had an adverse effect on the neighborhood. With the construction of the memory care
facility the petitioners will be able to complete their goal and desire to provide complete living
and care opportunities to the senior citizens of Decatur and Macon County.
The existing streets are adequate to carry the anticipated traffic of the development. The
proposed utilities are adequate to serve the development.
Access to the property will be off of West Imboden Drive.
Adequate landscaping is proposed for the frontage along West Imboden Drive, South Franklin
Street and Enlow Drive as well as a buffer yard to the west of the proposed development.
Adequate landscaping is proposed for the parking lot.
