City Plan Commission
August 2,2012
Page 2
The subject site is approximately 154 acres and is located in the 4000 Block of Gun Club Road and
the 3000 Block of Christmas Tree Road. The site was formerly known as Faries Park.
The petitioner proposed to rezone from R-1 Single Family Residence District to M-2 Heavy
Industrial District. ADM purchased the property to allow for the future expansion and development
of industrial facilities and utility infrastructure associated with the agriculture process and biofuels
production at the ADM Decatur, Illinois facility.
Staff recommends approval of the rezoning.
Mr. Scott McDonald, representative, was sworn in by Mrs. Poland.
Mr. McDonald stated he is the project director for the Illinois Industrial Sources and Storage
project. This is part of a large scale project being conducted by the Department of Energy. They
are proposing to build a facility which will capture and collect a million metric tons of CO2 per
year. Over the project life it will collect approximately 3.5 million metric tons of CO2 which
represents the emissions from about 600,000 cars.
Mr. McDonald said the CO2 will be collected from the ethanol fermentation plant and it will be
injected about 7,000 feet underground into a storage site. The startup date is projected to be in the
third quarter of 2013. The project team members are ADM, Schlumberger Carbon Services, Illinois
State Geological Survey and Richland Community College.
Mr. McDonald stated there are five (5) main project elements. The surface facility that collects,
compresses and transmits the CO2 through a pipeline to a well; a 100 megawatt substation; an
electrical distribution system; a storage site and monitoring facility; and a National Sequestration
Education Center. The total project budget is over $200 million. The impact on the community
will be significant job creation and retention; a major impact on local area businesses; the
development of curriculum at Richland Community College around sequestration and carbon
utilization technology; upgrades to the ADM facility; and future commercial potential for the
community. The impacts for the community is 900 jobs being created, 400 of these would be local
and eight (8) to ten (10) permanent fairly high paying jobs. The impact to the local merchants is
estimated to be $30 million to flow down through consumer spending.
Mr. McDonald said the National Sequestration Education Center at Richland is finished. It is an
educational space for classes and conferences to be held. This will help students to get interested in
science and technology. There is a significant amount of outreach going on for this project.
Mr. McDonald stated greenhouse gas emissions will be reduced within the ethanol plant and a
reduction of the CO2 footprint in ethanol. Future commercial potential would be enhanced oil
production which utilizes CO2 by injecting it into a depleted oil field at depths below 3,000 feet.
This allows an additional fifteen (15) to twenty (20) percent of oil to be captured which cannot be
recovered using the traditional water flooding techniques. This process is commercially proven and
has been done in Texas for the last forty years. Back in the 1930's Illinois was the fourth or fifth
largest petroleum producer in the country. Current estimates base that there are about 700 million
barrels of oil that are amenable for recovery using this CO2 flooding.
Mr. McDonald said after meeting with the residents, ADM chose to reduce the rezoning area they
had previously asked for at the July Plan Commission meeting. They are asking to rezone two (2)
separate tracts. There are two (2) possible locations for a substation. The northeast quadrant of
Tract A and the west edge of Tract B. They are not building a power station, they are building a
substation. The substation will be very low profile. The power lines and poles will be the same that
presently run along the side of Faries Park.
