Chapter 06 <br /> 7. DISTURBING MEETING. It shall be unlawful to disturb or interrupt any regular <br /> or special meeting of the Council. Any person violating any provision of this section shall be <br /> fined not less than Two Hundred Fifty Dollars ($250.00) nor more than Five Hundred Dollars <br /> ($500.00) for each offense, and may be summarily ejected from the Council Room and the <br /> premises where it is situated. (Amended, Ordinance No. 2011-66, October 31, 2011) <br /> 8. QUORUM. Four(4) members of the Council shall constitute a quorum. <br /> 9. VOTING. The affirmative vote of four (4) members of the Council is required to <br /> adopt a resolution or to pass an ordinance unless a greater number is otherwise required by an <br /> applicable ordinance. The affirmative vote of five (5) members of the Council is required to <br /> adopt a resolution or pass an ordinance which: <br /> (a) Makes an emergency appropriation; <br /> (b) Grants a zoning variance not approved by the Zoning Board of Appeals; <br /> (c) Amends the Zoning Ordinance or a zoning district where there is on file a protest <br /> conforming with the applicable provisions of the Municipal Code; <br /> (d) Authorizes a contract pertaining to a public improvement involving an outlay of <br /> Twenty Thousand Dollars ($20,000) or more without bidding; or, <br /> (e) Reverses a decision of the Electrical Commission which revoked or suspended a <br /> license. <br /> (Amended, Ordinance No. 93-01, January 4, 1993); (Amended, Ordinance No. 2012-54) <br /> 10. MAYOR PRO TEM. That, in addition to the authority and duty to preside at <br /> meetings of the Council in the absence of the Mayor therefrom, if a temporary absence or <br /> disability of the Mayor incapacitates him from the performance of his duties but does not create a <br />
