No. 12-21 Petition of ADM, to rezone property located at the <br /> northwest corner of FARIES PARKWAY and <br /> NORTH BRUSH COLLEGE ROAD from R-1 Single <br /> Family Residence District, M-1 Intense Commercial- <br /> Light Industrial District and M-3 Limited Industrial <br /> District to M-2 Heavy Industrial District. <br /> Mrs. Stewart presented the recommendation of staff: <br /> The subject site is approximately 105.6 acres and is located at the Northwest corner of Faries <br /> Parkway and North Brush College Road. <br /> The petitioner proposes to rezone from R-1 Single Family Residence District, M-1 Intense <br /> Commercial-Light Industrial District and M-3 Limited Industrial District to M-2 Heavy Industrial <br /> District. ADM .is rezoning to create a universal zoning classification between ADM owned <br /> properties, including several newly acquired parcels. <br /> The surrounding zoning includes M-1 Intense Commercial-Light Industrial District and M-2 Heavy <br /> Industrial District to the north, R-3 Single Family Residence District and M-2 Heavy Industrial <br /> District to the south, R-1 Single Family Residence District and M-1 Intense Commercial-Light <br /> Industrial District, M-2 Heavy Industrial to the east and R-3 Single Family Residence District and <br /> M-1 Intense Commercial-Light Industrial District to the west. The Decatur Urban Area Land Use <br /> Plan shows this area as Residential-Low Density, Open Space and Employment. The proposed use <br /> is compatible with adjacent uses to the north, south, east, and west. Industrial Uses surround the <br /> proposed site. <br /> Staff recommends approval of the rezoning. <br /> A motion to forward Calendar Number 12-21 to the City Council with a recommendation for <br /> approval is suggested. <br /> representative, was sworn in b <br /> Mr. Adam Artz, y Mrs. Poland. <br /> Mr. Artz said this rezoning is an attempt to clean up all the multiple land uses in this area. There <br /> are approximately eight (8) to twelve (12) parcels in the area that are under different zoning. ADM <br /> would like to have everything on a consistent basis. <br /> Mr. William Mullendore was sworn in by Mrs. Poland. <br /> Mr. Mullendore lives at 3821 East Harrison and stated that ADM has not notified him about what <br /> they are going to build on the property they are proposing to rezone. He said he is concerned what <br /> this will do to his property taxes and the value of his home. He stated it is already noisy in the area <br /> and asked if more noise will be created from this project. <br /> Mr. Artz said the master plan for ADM is whatever makes them the most competitive and that is the <br /> formula that ADM wants to take in the development of the land in the future. There is a valuation <br /> to put another building straddling the property line of the former trailer park and the four (4) <br /> residences on East Harrison. The facility would serve as a transload rail facility. The railroad in the <br /> future would extend west and then north toward ADM Trucking. Screening berms and heavy <br /> vegetation or landscaping would be used to help with the noise. <br /> Ms. Sadonna Malden was sworn in by Mrs. Poland. <br />
