Stewart, Transportation Planner <br /> SUBJECT: Issuance of a Conditional Use Permit to be allowed to operate a licensed large <br /> home daycare facility at 1976 East Decatur Street <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the CUP (Conditional <br /> Use Permit) with the following conditions: a.) That the proposed operation be limited to a <br /> maximum of eight(8) children, b.) That the proposed operation be in compliance with applicable <br /> provisions of the City's adopted Building Codes, including obtaining a building permit to <br /> perform any proposed or required improvements to the existing dwelling, c.) That the proposed <br /> daycare be at all times appropriately licensed by the State of Illinois and a copy of that license, <br /> upon approval, will need to be filed with the Planning and Building Services Division and, d.) <br /> The State Fire Marshall shall be contacted regarding a field inspection and a copy of the fire <br /> inspection report, upon completion, will need to be filed with the Fire Department. The City <br /> Plan Commission voted 8-0 to recommend approval of this petition at the June 7, 2012 meeting; <br /> the minutes of the meeting are attached. <br /> BACKGROUND: The subject site is developed as a single family residence and located at <br /> 1976 East Decatur Street. <br /> The subject petition requests a conditional use permit to allow the operation of a licensed large <br /> home daycare facility. The daycare would accommodate a maximum of eight (8) children. A <br /> large home daycare facility located in the R-3 District requires a Conditional Use Permit. <br /> The petitioner's drop off and pick up area will be in front of her house along East Decatur Street. <br /> There is adequate room for the children to play in the rear yard which is entirely fenced. <br /> POTENTIAL OBJECTION: There were no known objectors at the Plan Commission <br /> Meeting. <br /> INPUT FROM OTHER SOURCES: The CUP has been reviewed by the City's Technical <br /> Review Committee; Planning, Engineering and Fire have approved the CUP. <br /> STAFF REFERENCE: Any additional questions may be forwarded to Joselyn A.
