Chapter 73 <br /> (Amended, Ordinance No. 2009-39, May 18, 2009) <br /> (Amended, Ordinance No. 2000-63, July 17, 2000) <br /> 18. CLIMBING ON POLES. It shall be unlawful to climb upon any street lamppost, <br /> telegraph, telephone or electric light pole, or hang or place upon or against the same, any goods, <br /> boxes, fuel or other material; provided, this section shall not apply to any person whose duty it is, <br /> in the course of his occupation, to do the same. <br /> 19. AIDING AND ABETTING. Any person who shall aid, abet, assist, consult, advise <br /> or encourage any child, lunatic, idiot or other person to violate any ordinance or portion thereof <br /> of the City, shall be prosecuted for such offense as principal and be subject to the same penalty <br /> as if he or she had committed the offense directly. <br /> 20. UNLAWFUL SOLICITATION. It shall be unlawful for any person to solicit <br /> money or other things of value, or to solicit the sale of goods or services: <br /> (a) In an aggressive manner in a public area, <br /> (b) In any public transportation vehicle or bus, <br /> (c) Within fifteen (15) feet of any entrance or exit of any financial institution or <br /> within fifteen (15) feet of any automated teller machine during the hours of operation of such <br /> financial institution, or automated teller machine without the consent of the owner or other <br /> person legally in possession of such facilities. Provided, however, that when an automated teller <br /> machine is located within an automated teller machine facility, such distance shall be measured <br /> from the entrance or exit of the automated teller machine facility; or, <br /> (d) On private property if the owner, tenant, or lawful occupant has asked the <br /> person not to solicit on the property, or has posted a sign clearly indicating that solicitations are <br /> not welcome on the property. <br /> 21. PAYMENT OF FINES AND FEES. Settlement of fines and payment of fees shall <br /> be in the form of United States currency, money order or check, which payment shall be made to <br /> the Finance Department of the City of Decatur, Illinois, or a private collection enterprise <br /> designated in writing by the Director of the Finance Department to collect unpaid fines and fees. <br />
