F. LF-OL LAKEFRONT OVERLAY DISTRICT <br /> 1. Intent <br /> The intent of the LF-OL Lakefront Overlay District is to provide standards that <br /> encourage recreation and allow for the continued preservation and use of the parks <br /> and the lake while supporting special needs that facilitate the use of the parks and <br /> the lake as economic catalysts that draw visitors to the City of Decatur. The <br /> Overlay District shall link traditional park and lake activities with uses that <br /> generate revenues to offset the expense of non-revenue generating elements and <br /> support the long-term care and maintenance of the park and lake and overall <br /> growth and development of the Decatur community. The Overlay District shall be <br /> designed to protect and preserve the existing character of surrounding <br /> neighborhoods. <br /> 2. District Boundary <br /> a. At the time of application, the applicant seeking establishment of an LF- <br /> OL Lakefront Overlay District must provide (in addition to the required <br /> submittals for rezoning, as outlined in Section XXIX) the following: <br /> i. A map depicting the boundaries of the LF-OL District, with a legal <br /> description of the same; <br /> ii. Justification of the proposed boundaries. This may take the form of a <br /> master plan, site plan or projections of future land use needs. <br /> b. The boundaries may be amended via the same process as used to establish <br /> the initial overlay district. <br /> c. The Overlay District Boundary has been divided into four areas <br /> designated by use. Each area has been defined herein. <br /> 3. Definitions <br /> In addition to the definitions set forth in Section Ii, the following definitions shall <br /> apply specifically to the LF-OL. In the event that there is a conflict between <br /> definitions in Section II and this Section, those in this Section shall control. <br /> a. Area 1 - Beginning at the Intersection of the East right of way line of <br /> 22nd Street with the South right of way line of Powers Boulevard; thence <br /> easterly along the said R.O.'W. line of Powers Boulevard to its intersection <br /> the East right of way line of Nelson Boulevard; thence northerly along the <br /> said East right of way line to a point which is 700 feet south <br /> (perpendicular) of the Southwest right of way line of U.S. Route 36; <br />
