F. LF-OL LAKEFRONT OVERLAY DISTRICT 1. Intent The intent of the LF-OL Lakefront Overlay District is to provide standards that encourage recreation and allow for the continued preservation and use of the parks and the lake while supporting special needs that facilitate the use of the parks and the lake as economic catalysts that draw visitors to the City of Decatur. The Overlay District shall link traditional park and lake activities with uses that generate revenues to offset the expense of non-revenue generating elements and support the long-term care and maintenance of the park and lake and overall growth and development of the Decatur community. The Overlay District shall be designed to protect and preserve the existing character of surrounding neighborhoods. 2. District Boundary a. At the time of application, the applicant seeking establishment of an LF- OL Lakefront Overlay District must provide (in addition to the required submittals for rezoning, as outlined in Section XXIX) the following: i. A map depicting the boundaries of the LF-OL District, with a legal description of the same; ii. Justification of the proposed boundaries. This may take the form of a master plan, site plan or projections of future land use needs. b. The boundaries may be amended via the same process as used to establish the initial overlay district. c. The Overlay District Boundary has been divided into four areas designated by use. Each area has been defined herein. 3. Definitions In addition to the definitions set forth in Section Ii, the following definitions shall apply specifically to the LF-OL. In the event that there is a conflict between definitions in Section II and this Section, those in this Section shall control. a. Area 1 - Beginning at the Intersection of the East right of way line of 22nd Street with the South right of way line of Powers Boulevard; thence easterly along the said R.O.'W. line of Powers Boulevard to its intersection the East right of way line of Nelson Boulevard; thence northerly along the said East right of way line to a point which is 700 feet south (perpendicular) of the Southwest right of way line of U.S. Route 36;
