Summary of Changes to City Code Chapter 34, "Traffic & Parking" <br /> January 23, 2012 <br /> 1. The title of Chapter 34 was changed to include the words "And Parking." <br /> 2. The format of Chapter 34 was updated to current standards. <br /> 3. A definition of the Central Business District was added. <br /> 4. The definition of the"Downtown Decatur Customer Parking Zone" was deleted as it is no <br /> longer used. <br /> 5. The term"Parking Meter" was changed to "Parking Payment Device" to reflect changes is <br /> parking technology that may utilize multiple types of electronic parking time regulation <br /> devices. <br /> 6. Parking Payment devices may accept coins, currency, credit cards, debit cards or other types <br /> of approved payment methods. In parts of the State, payment is being accepted from smart <br /> phone applications. <br /> 7. The term "Parking Meter Zone"was changed to "Pay to Park Zone." <br /> 8. The chapter was changed in several locations to authorize the City Manager to designate <br /> various parking zones, time limits and similar regulations. City Council approval of every <br /> parking zone,time limit and similar regulations is no longer required by Chapter 34. <br /> 9. The definition of"Commercial Vehicle"was modified by adding language requiring display <br /> of a trade or business name to identify the vehicle as one being used in a business, industrial <br /> or commercial enterprise. The purpose of this requirement is to enable parking enforcement <br /> personnel to differentiate commercial vehicles parked in commercial parking zones from <br /> non-commercial vehicles. <br /> 10. The term"Chief of Police"was replaced with the term"Police Chief'throughout the <br /> chapter. <br /> 11. The term"fireman" was replaced with the more general term"Fire Department personnel." <br /> 12. Section 11 dealing with Winter Parking Restrictions, was simplified and shortened by <br /> eliminating repetitive language. Some awkward terminology was replaces with clearer <br /> language. <br /> 13. Section 13 authorizes the City Manager to direct that traffic signs be installed in accordance <br /> with the laws of the State of Illinois. City Council approval of the installation of every traffic <br /> control sign is no longer required by Chapter 34. <br />
