Stewart, Transportation Planner <br /> SUBJECT: Amend PD Planned Development District for property located in the 3900 Block <br /> of Lourdes Drive <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the PD Amendment with <br /> the following condition: Final site plans shall be submitted to and approved by the Department of <br /> Planning and Building Services, Public Works Department and the Fire Department prior to <br /> building permits being released. The City Plan Commission voted to recommend approval of <br /> this petition at the December 1, 2011 meeting; the minutes of the meeting are attached. <br /> BACKGROUND: On March 6, 2008 the City Plan Commission voted 7-1 to approve the <br /> rezoning from R-1 Single Family Residence District to PD Planned Development. The petition <br /> was approved by the City Council by a 5-0 vote on March 17, 2008. <br /> The petitioner proposed to rezone a total of 2.47 acres to PD to allow for the construction of one <br /> (1) duplex unit and four (4) tri-plex units on one (1) lot. The development was planned to <br /> contain 14 individually owned units with a target population of 50 years or older. The sole <br /> access to The Villas at Lourdes Condominiums would be provided by Lourdes Drive and the <br /> developer would construct a new road, Villa Drive, running from Lourdes Drive to the west and <br /> then terminating in a cul-de-sac. <br /> The density of the approved development is consistent with the density allowed in an R-3 Single <br /> Family Residence District. The density of the approved development is one (1) unit per 7,685 <br /> square feet. The minimum density requirement for R-3 development is one (1) unit per 6,000 <br /> square feet. <br /> The petitioner proposes to amend their PD to allow for the construction of six (6) single family <br /> units and one (1) duplex unit. To date a tri-plex unit has already been constructed. <br /> The density will be reduced from 14 units to 11 units which is approximately one (1) unit per <br /> 9,781 square feet. The sewer and water infrastructure have been constructed in accordance with <br /> the approved PD and subdivision. The single family units shall be architecturally compatible <br /> with the duplex and tri-plex units. Each unit will have two (2) car garages and private <br /> driveways. <br />
