September 1, 2011 <br /> PWC Project: 11044 <br /> Rezoning Petition <br /> SECTION FOUR: JUSTIFICATION <br /> In 1989 John and Martha Brinkoetter began the first phase of providing long term care to <br /> senior citizens by building Imboden Creek Living Center, a 91 bed nursing home facility on Lot 1 <br /> of South Franklin Estates. This was done thru a zoning change to a Special Use Permit. <br /> Immediately after the construction of the nursing home the Brinkoetters were a part of <br /> constructing an independent living unit development for seniors on Imboden Place property to <br /> the east of the nursing home property. Three four unit buildings have been built (Twelve total <br /> units) out of an approved 32 units (R-5 RDP Zoning). The Brinkoetters presently own six of the <br /> twelve units. <br /> In 2002 the Brinkoetters built an assisted living facility on property immediately South of <br /> their Imboden Creek Living Center development on the South side of Imboden Drive at 185 W. <br /> Imboden Drive. While this property is not contiguous to the other properties it is considered to <br /> be on the "campus" of the Brinkoetter development. This development was considered to be <br /> Phase 3 of the ultimate Four Phase goal of the Brinkoetters to provide a full range of seniors <br /> living opportunities and care. <br /> The proposed rezoning would allow the construction of a 20 unit memory care facility, <br /> The Lodge at Imboden Creek, on property contiguous to the Living Center and the independent <br /> living housing units. With the construction of the memory care facility the Brinkoetters will be <br /> able to complete their goal and desire to provide complete living and care opportunities to the <br /> senior citizens of Decatur and Macon County. <br /> The proposed development will be a single story residential structure designed to <br /> complement the existing buildings and facilities. Significant improvements will be made to the <br /> site including parking facilities all in an effort to have a unified development nestled into the <br /> surrounding residential area. <br /> The Brinkoetters have made great effort to be a good neighbor and have always <br /> developed with the adjacent property owners concerns addressed. Their development has had <br /> a positive effect on adjacent properties. <br /> There are adequate public utilities in the area to provide service to the new building. <br /> There will be no new access to public right of way as the new facility will use an existing drive <br /> off of Imboden which serves the rear of the Living Center. There will be very little additional <br /> traffic generated by the new building. <br /> There will be 6 to 10 full time employees added to the Brinkoetter work force to staff the <br /> new memory care building. <br />
