The petition was approved by City <br /> Council on November 20, 1989 with a 7-0 vote. To date twelve of the approved 32 living units <br /> have been constructed. Since the duplexes were not built according to the approved site plan this <br /> rezoning to PD will bring the entire site into compliance. <br /> PROJECT DESCRIPTION <br /> 1. The petitioner proposes to rezone property from R-5 Special Use Permit and R-5 Residential <br /> Development Plan to PD Planned Development to allow for the construction of a 20 unit memory <br /> care facility. The proposed facility would complement the already existing nursing home to the <br /> west, the independent living facility to the east and the assisted living facility immediately to the <br /> south. <br /> 2. The proposed development will be a single story structure that is designed to complement the <br /> existing buildings and facilities. <br /> STAFF ANALYSIS <br /> 1. Staff believes that the proposed development is compatible with the surrounding area and will <br /> have a positive impact on the neighborhood. The nursing home to the west and the independent <br /> living to the east have been at the current location for over 20 years and it has not appeared to <br /> have had an adverse effect on the neighborhood. With the construction of the memory care <br /> facility the petitioners will be able to complete their goal and desire to provide complete living <br /> and care opportunities to the senior citizens of Decatur and Macon County. <br /> 2. The existing streets are adequate to carry the anticipated traffic of the development. The <br /> proposed utilities are adequate to serve the development. <br /> 3. Access to the property will be off of West Imboden Drive. <br /> 4. Adequate landscaping is proposed for the frontage along West Imboden Drive, South Franklin <br /> Street and Enlow Drive as well as a buffer yard to the west of the proposed development. Staff is <br /> of the opinion that the mature trees and surrounding vegetation that are located in the required 50 <br /> foot buffer yard is substantial enough that 50% evergreen plantings will not be required. Staff <br /> believes that the existing trees/vegetation currently creates a better buffer then new evergreen <br /> plantings would create. Adequate landscaping is proposed for the parking lot. <br /> 5. One proposed lodge sign is shown on the site plan. Signage shall be in accordance with the <br /> regulations for the R-5 District. <br /> 6. The PD plan has been reviewed and approved by the City's Technical Review Committee, <br /> Planning, Engineering and Fire. <br /> STAFF RECOMMENDATION <br /> 1. Based on the analysis, staff recommends approval of the PD Planned Development Plan with the <br /> following conditions: <br />
