Excerpts from Plan Commission Minutes of September 1,2011:
Cal. No. 11-32 Petition of FIRST CHRISTIAN CHURCH, to
amend the PD Planned Development located at
3350 NORTH MACARTHUR ROAD for signage.
Mrs. Joselyn Stewart was sworn in by Mrs. Poland.
Mrs. Stewart presented the recommendation of staff:
On August 7, 2008 the City Plan Commission voted 8-0 to approve the rezoning from R-1 and
R-2 Single Family Residence District to PD Planned Development District. The petition was
approved by City Council by a 7-0 vote on August 18, 2011.
The petitioner proposed to rezone to PD to allow for additional parking as well as mixed use on
the site. The mixed use consisted of a Place of Worship, a Coffee Shop located in the Church,
and a residential structure/use on the premise.
The petitioner proposes to amend their PD in order to add a sign with an electronic message unit
(EMU). The sign will be a monument style with stone covering the structure. The new sign will
be 45.25 square feet in total area. The EMU will be two (2) feet five (5) inches in height and
seven (7) feet three (3) inches in width (17.55 square feet). The sign will be nine (9) feet seven
(7) inches in height.
The petitioner requests that the new sign be located on the existing sign structure. The sign will
then be 80 feet from the residential district to the west and only eight (8) feet from the west
property line. The Zoning Ordinance requires a 100 foot setback from a residential district and a
ten(10) foot setback from property lines.
The proposed amendment to the PD is consistent with the character of the surrounding
neighborhood and general area.
The PD amendment is consistent with the intent of the originally approved PD.
The PD amendment has been reviewed and approved by the City's Technical Review
Committee, Planning, Engineering and Fire.
Based on the analysis, staff recommends approval of the Amendment to the PD Planned
Development District with the following conditions:
a. The height of the sign shall not exceed ten(10) feet.
b. The cabinet/sign area of the sign shall not exceed 50 square feet and no more than
20 square feet of the allowed 50 square feet shall be Electronic Message Unit.
c. Sign permits will be required before any signage is installed.
Section XIX.G.2. of the City of Decatur Zoning Ordinance requires the Plan Commission to hold
a public hearing to review the Planned Development plan and report its findings concerning the
effect on the comprehensive plan and compliance with the standards of review to the City
Council. A motion to forward Calendar Number 11-32 to the City Council with a
recommendation for approval is suggested.
