Excerpts from Plan Commission Minutes of September 1,2011 continued:
Mr. Matt Dial asked if the proposed sign is to be installed where the existing sign is now. Mrs.
Stewart said yes and the proposed sign is electronic which requires a 100 foot setback from a
residential district and a ten(10) foot setback from the property line.
Mr. Jason Tompkins, representative, was sworn in by Mrs. Poland.
Mr. Tompkins stated at the time the existing sign was installed electronic message units were not
allowed in a residential district. The Zoning Ordinance has been changed to allow them. The
structure that holds the existing sign was built to withstand an EMU which is the reason the
church would like to keep the sign in the same place. The structure will be dressed up with brick
and stone.
Mr. Dial asked if the EMU had a twilight feature on it so it can be turned down in the evening.
He was concerned for the house next to the church. Mr. Tompkins said the closest house to the
sign is owned by the church and the other properties are well over 100 feet away. An EMU is
required by the Zoning Ordinance to be turned off at 11:00 p.m. and turned back on at 6:00 a.m.
in a residential district. The signs are programmable by Time Zones.
There were no objectors present.
It was moved and seconded (Dial/Newton) to forward Cal. No. 11-32 to the City Council with
recommendation for approval as presented by staff. Motion carried unanimously.
