The petitioner proposes to amend their PD on Lot One (1) for a medical facility and Lot Three (3) <br /> for ten (10) additional beds for future use in the Memory Care Facility. <br /> 2. It has been proposed that the Memory Care Unit (MCU) Facility will be built in two phases with <br /> the Phase I structure being 20,630 square feet with 20 units and Phase II's Gross Building Area <br /> being 34,008 square feet which will hold another 20 units bringing the total number of units to 40 <br /> units. The previous MCU building that was proposed to be built was to be 25,000 square feet. <br /> 3. The proposed Medical Facility Office Building is to be 8,400 square feet an increase of 3,400 <br /> square feet from the previously proposed building with a future addition of 4,000 square feet. <br /> 4. The parking lot configuration has also changed for Lots One (1) and Three (3) but they still meet <br /> the City's parking requirements and will be contained on the site. <br /> STAFF ANALYSIS <br /> 1. The proposed development is generally consistent with the Comprehensive Plan as it currently <br /> calls for retail on the eastern portion of the property and residential on the western portion of the <br /> property. The Medical Facility and the Supportive Living Facility will be in the area shown as <br /> retail in the Comprehensive Plan while the Memory Care Facility is proposed to be located in <br /> Low Density Residential area. <br /> 2. Adequate landscaping is proposed for the frontage and parking as well as buffer yards along the <br /> west and south sides of the development. <br /> 3. The PD plan has been reviewed and approved by the City's Technical Review Committee, <br /> Planning, Engineering and Fire. <br /> STAFF RECOMMENDATION <br /> 1. Based on the above analysis, staff recommends approval of the amended PD Planned <br /> Development petition with the following condition: <br /> a. Final site, landscaping and lighting plans shall be submitted to and approved by the <br /> Department of Planning and Building Services, Public Works Department and the Fire <br /> Department prior to building permits being released. <br /> b. Landscaping Plan: The previously approved American Arborvitae must be replaced by a <br /> comparable tree in overall size at maturity. <br /> c. Landscaping Plan: All shrubs must meet a minimum installation size of 24" in height or <br /> spread at time of installation. <br /> PLAN COMMISSION ACTION <br /> 1. Section XIX.G.2. of the City of Decatur Zoning Ordinance requires the Plan Commission to hold <br /> a public hearing to review the Planned Development plan and report its findings concerning the <br /> effect on the comprehensive plan and compliance with the standards of review to the City <br /> Council. A motion to forward Calendar Number 11-16 to the City Council with a <br /> recommendation for approval is suggested. <br />
