Excerpts from Plan Commission Minutes of June 2,2011
Cal. No. 11-16 Petition of GRAND OAKS ESTATES, LLC, to
amend the PD Planned Development located at
2225 South Mt. Zion Road.
Mrs. Stewart presented the recommendation of staff:
On June 3, 2010 the petition of Grand Oaks Estates, LLC was tabled by Plan Commission by a
7-0 vote so that the petitioner could meet and discuss a few unresolved issues with the neighbors.
On July 1, 2010 the City Plan Commission voted 6-0 to approve the rezoning from R-1 Single
Family Residence District to PD Planned Development District. The petition was approved by
City Council by a 7-0 vote on July 19, 2010.
The subject site is currently in the process of being developed. The property is located at 2225
South Mt. Zion Road.
The petitioners proposal was to construct a Bank Facility on Lot One (1), a three (3) story 100
unit Supportive Living Facility on Lot Two (2), a one (1) story Memory Care Facility on Lot
Three (3) and a Storm Water Detention Area on Lot Four(4).
The petitioner also proposed to subdivide the two (2) tracts of land which consist of
approximately 9.44 acres into four (4) lots. To date the Final Minor Plat has been approved by
staff and recorded with the County.
The petitioner proposes to amend their PD on Lot One (1) for a medical facility and Lot Three
(3) for ten(10) additional beds for future use in the Memory Care Facility.
It has been proposed that the Memory Care Unit (MCU) Facility will be built in two phases with
the Phase I structure being 20,630 square feet with 20 units and Phase Il's Gross Building Area
being 34,008 square feet which will hold another 20 units bringing the total number of units to
40. The previous MCU building that was proposed to be built was to be 25,000 square feet.
The proposed Medical Facility Office Building is to be 8,400 square feet an increase of 3,400
square feet from the previously proposed building with a future addition of 4,000 square feet.
The parking lot configuration has also changed for Lots One (1) and Three (3) but they still meet
the City's parking requirements and will be contained on the site.
The proposed development is generally consistent with the Comprehensive Plan as it currently
calls for retail on the eastern portion of the property and residential on the western portion of the
property. The Medical Facility and the Supportive Living Facility will be in the area shown as
retail in the Comprehensive Plan while the Memory Care Facility is proposed to be located in
Low Density Residential area.
Adequate landscaping is proposed for the frontage and parking as well as buffer yards along the
west and south sides of the development.
The PD plan has been reviewed and approved by the City's Technical Review Committee,
Planning, Engineering and Fire.
