For purposes of this Ordinance, this definition does not include <br /> Pawn brokers/Pawn shops or check cashing facilities. <br /> FRATERNAL ORGANIZATION: See Clubs: Club, Fraternal. <br /> FREQUENCY: The number of cycles completed each second by a sound wave, measured in <br /> hertz (Hz). <br /> FLOOR AREA,NET: The total of all floor areas of a building, excluding common areas, <br /> stairwells and elevator shafts, equipment rooms, interior vehicular parking or loading; and all <br /> floors below the first or ground floor, except when not used or not intended to be used for <br /> human habitation or business use. <br /> FOOD STORES: Retail stores primarily engaged in selling edible products for home <br /> preparation and consumption,not including supermarkets, superstores or warehouse markets. <br /> This definition shall not be interpreted to include establishments primarily engaged in selling <br /> prepared foods or beverages for consumption on premises or liquor stores. For the purposes <br /> of this Ordinance, food stores are categorized as follows: <br /> Neighborhood: Grocery store (less than 30,000 square feet of gross leasable area); <br /> Delicatessen; Fish(seafood)market(enclosed); Meat or poultry market(no slaughtering on <br /> premises); Fruit or vegetable market(enclosed). <br /> Specialty: Confectionery store including candy, nuts,popcorn, sweetmeats, and other edible <br /> products; Dairy products (not including ice cream or frozen custard stands); Retail bakeries, <br /> featuring products prepared on the premises for sale on the premises; Specialty food stores <br /> including, but not limited to, such items as health foods, coffee, tea, spices, herbs, vitamins, <br /> dietetic foods, local specialties,jams and jellies, hot sauces, and mineral water. <br /> FOOT-CANDLE (FC) - A quantitative unit of measurement referring to illumination incident at <br /> a single point. One foot-candle is equal to one lumen uniformly distributed over an area of <br /> one square foot. For purposes of this ordinance, foot-candles shall be measured at a <br /> horizontal point at grade. <br /> FOREGROUND: A part of the message which is nearest the front of the display and is <br /> prominent in nature. Amended Ordinance No. 2008-48 August 4 2008 <br /> FOSTER HOME: A home licensed or regulated, or both,by the State of Illinois, or some <br /> department, division or bureau thereof, where juveniles are placed by court order; or by the <br /> State of Illinois Department of Corrections or Department of Children and Family Services. <br /> FREEZER AND LOCKER MEAT PROVIDERS: establishments that offer meat products on a <br /> bulk basis for freezer storage,primarily at retail sale. <br /> FRONTAGE: That portion of a lot extending along a street line, or in the case of lots facing <br /> cul-de-sacs, the portion of the lot extending along the building setback line. <br /> FUNERAL HOME: A building used for the preparation of the deceased for burial and the <br /> display of the deceased and rituals connected therewith before burial or cremation.
