ECONOMIC DEVELOPMENT CORPORATION ECATUR T0: Mayor Mike McElroy Members of the Decatur City Council Manager Ryan McCrady From: Craig Coil Decatur Macon County Enterprise Zone Administrator Date: February 27, 2011 Re: Proposed Enterprise Zone Boundary Amendment Request At this time the Economic Development Corporation of Decatur& Macon County(EDC),as the designated zone administrator of the Decatur Macon County Enterprise Zone#39, is requesting your approval of one boundary amendment encompassing four parcels totaling 10.85 acres or.017 square miles in the Eastgate Plaza subdivision at the intersection of Route 36 East and 44`h Street in Decatur. Current zone authority is for 12 square miles. Total zone property including the proposed amendment will be 11.045 square miles upon final approval by the State of Illinois, leaving nearly 611.23 acres still available for inclusion for future projects. 1) The first parcel includes the proposed addition of Lot 4 of Eastgate Plaza,consisting of 4.99 acres (Parcel Number 09-13-20-452-011)as outlined in the attached Exhibit. The property will be purchased from Blackstone Group by Kids Castle II LLC in order to accommodate the proposed construction of a new 22,000 square foot day care center. The $3,014,000 project will result in the creation of 44 new jobs including 40 new teachers,3 managers and maintenance staff. In addition to the classrooms,the facility will include an elaborate outdoor playground and a gym. Construction is dependent on the addition of the property into the Enterprise Zone and is expected to be completed by the fall of 2011. 2) In addition, we are requesting the addition of Lot 2 of Eastgate Plaza,consisting of 2.34 acres (Parcel Number 09-13-20-452-010)and Lot 3 of Eastgate Plaza, consisting of 1.94 acres(Parcel Number 09-13-20-452-012). Lot 2 will be developed in a project between the Blackstone Group of Decatur LLC and Decatur Memorial Hospital (DMH). Adding Lot 2 to the Zone will allow for the construction of a new Express Care facility and will result a capital investment in excess of$ 1,700,000. The existing DMH Express Care facility located in Airport Plaza will be closed upon completion of this project. This project is contingent upon adding the parcel to the Enterprise Zone. The current DMH dialysis and physical therapy/rehab facility located on Lot 3 is currently leased
