3350 North Water Street
March 2, 2011
which look directly south and west onto the north/northeast of the site). It will close the void
that the current fence and area near the meeting of buffer yards 1 and 2 do not. It will also
replace some of the trees recently cleared from the proposed location, as well as add to the
neighborhood's wooded decor.
The City Plan Commission voted 6-0 to recommend approval of this petition with the conditions
listed above at the February 3, 2011 hearing; the minutes of the meeting are attached.
BACKGROUND: The subject site consists of 1.62 acres and is currently vacant. The property was
the location of the former Holiday Hills Swim Club.
The subject petition requests rezoning to PD Planned Development to allow for the construction of an
office building to allow for medical and professional office space and a parking lot to service the
building. The petitioner proposes to construct a 4328 square foot office building and provide 30
parking spaces.
The petitioner also proposes a 20 foot tall freestanding sign on the property. It will have an area of
approximately 90 square feet with approximately 30 square feet dedicated as an electronic message
unit.
Landscaping that meets the requirements of the Zoning Ordinance will be required to be provided on
the landscaping plan. As well, the required site break fence shall be located between the buffer yard
and activity areas if the activity areas are within 25 feet of the required buffer yard. For this subject
site the activity areas include the parking lot and refuse area.
Parking spaces will be provided which exceed the requirements of the Zoning Ordinance. The
professional office would require 5 spaces while the medical office would require 13 spaces, 30
spaces are provided.
Traffic generated as calculated based on general office space is projected to be 67 vehicles per day
with peak hour volumes at 13 vehicles per hour. In Decatur, the average residential street carries
approximately 300 vehicles per day. Due to this low volume and minimal impact, the Public Works
Department has waived the requirement for a traffic impact study.
The proposed rezoning is not consistent with the intent of the Comprehensive Plan; however, the
proposed use of professional office should not generate a lot of traffic and should mainly operate
during the day hours. It is Staff's opinion that the proposed development is an appropriate use in a
residential neighborhood fronting a US Business Route and should not adversely affect the character
of the surrounding neighborhood and general area.
POTENTIAL OBJECTION: There was one objector present at the Plan Commission Meeting and
a letter was sent and signed by neighbors was also presented to the Plan Commission. The conditions
e. through j. listed above were requested by the neighbors and agreed to by the petitioner at the Plan
Commission meeting
INPUT FROM OTHER SOURCES: N/A
STAFF REFERENCE: Any additional questions may be forwarded to Suzan Stickle at 424-2786 or
at sstickle@decaturil.gov.
BUDGET/TIME IMPLICATIONS: None.
