Parking spaces will be provided which exceed the requirements of the Zoning Ordinance.
The professional office would require 5 spaces while the medical office would require 13
spaces, 30 spaces are provided.
3. Traffic generated as calculated based on general office space is projected to be 67 vehicles
per day with peak hour volumes at 13 vehicles per hour. In Decatur, the average residential
street carries approximately 300 vehicles per day. Due to this low volume and minimal
impact, the Public Works Department has waived the requirement for a traffic impact study.
4. The proposed rezoning is not consistent with the intent of the Comprehensive Plan; however,
the proposed use of professional office should not generate a lot of traffic and should mainly
operate during the day hours. It is Staff's opinion that the proposed development is an
appropriate use in a residential neighborhood fronting a US Business Route and should not
adversely affect the character of the surrounding neighborhood and general area.
STAFF RECOMMENDATION
1. Based on the above analysis, staff recommends approval of the PD with the following
conditions:
a. The site break fence shall be located between the required buffer yard and the parking lot
and refuse area.
b. Fifty percent of the required parking lot points shall consist of shade trees.
c. Buffer yard number two (2) shall provide 50 percent of the required points in the form of
an evergreen.
d. Final site, landscaping and lighting plans shall be reviewed by the Department of
Planning and Building Services, the Public Works Department and the Fire Department
prior to construction.
PLAN COMMISSION ACTION
1. According to section XIX.G.2 of the Zoning Ordinance the Plan Commission shall
review the application at a public hearing and will make findings concerning the consistency of
the application with the Comprehensive Plan, the Zoning Ordinance and other land development
regulations. Based on the findings, the Plan Commission will make a recommendation to the
City Council. A motion to forward Calendar Number 11-02 to the City Council with a
recommendation for approval is suggested.
The above report constitutes the testimony and recommendation of the Planning and
Sustainability Division, Department of Planning and Building Services, City of Decatur.
Suzan Stickle
Senior Planner
ATTACHMENTS
1.
