Excerpts from Plan Commission Minutes of February 3,2011: <br /> Cal. No. 11-02 Petition of B & R DEVELOPMENT, LLP to rezone <br /> property located at 3350 NORTH WATER STREET <br /> from R-3 Single Family Residence District to PD <br /> Planned Development District. <br /> Ms. Suzy Stickle was sworn in by Mrs. Janet Poland. <br /> Ms. Stickle presented the recommendation of staff: <br /> The subject site consists of 1.62 acres and is currently vacant. The property was the location of the <br /> former Holiday Hills Swim Club. <br /> The subject petition requests rezoning to PD Planned Development to allow for the construction of <br /> an office building to allow for medical and professional office space and a parking lot to service the <br /> building. The petitioner proposes to construct a 4328 square foot office building and provide 30 <br /> parking spaces. <br /> The petitioner also proposes a 20 foot tall freestanding sign on the property. It will have an area of <br /> approximately 90 square feet with approximately 30 square feet dedicated as an electronic message <br /> unit. <br /> Landscaping that meets the requirements of the Zoning Ordinance will be required to be provided <br /> on the landscaping plan. As well, the required site break fence shall be located between the buffer <br /> yard and activity areas if the activity areas are within 25 feet of the required buffer yard. For this <br /> subject site the activity areas include the parking lot and refuse area. <br /> Parking spaces will be provided which exceed the requirements of the Zoning Ordinance. The <br /> professional office would require 5 spaces while the medical office would require 13 spaces, 30 <br /> spaces are provided. <br /> Traffic generated as calculated based on general office space is projected to be 67 vehicles per day <br /> with peak hour volumes at 13 vehicles per hour. In Decatur, the average residential street carries <br /> approximately 300 vehicles per day. Due to this low volume and minimal impact, the Public Works <br /> Department has waived the requirement for a traffic impact study. <br /> The proposed rezoning is not consistent with the intent of the Comprehensive Plan; however, the <br /> proposed use of professional office should not generate a lot of traffic and should mainly operate <br /> during the day hours. It is Staff's opinion that the proposed development is an appropriate use in a <br /> residential neighborhood fronting a US Business Route and should not adversely affect the <br /> character of the surrounding neighborhood and general area. <br /> Based on the analysis, staff recommends approval of the PD with the following conditions: <br /> a. The site break fence shall be located between the required buffer yard and the parking lot <br /> and refuse area. <br /> b. Fifty percent of the required parking lot points shall consist of shade trees. <br /> c. Buffer yard number two (2) shall provide 50 percent of the required points in the form of an <br /> evergreen. <br /> d. Final site, landscaping and lighting plans shall be reviewed by the Department of Planning <br /> and Building Services, the Public Works Department and the Fire Department prior to <br /> construction. <br />
