SANITARY SEWERS, STORM SEWERS AND COMBINED SEWERS: <br /> Sanitary sewers are designed to carry only domestic and industrial waste water. Storm sewers <br /> are designed to carry only stormwater runoff. Combined sewers are designed to carry both <br /> wastewater and stormwater. Decatur has approximately 1.4 million feet of sanitary sewers, 1.1 <br /> million feet of storm sewers and 0.8 million feet of combined sewers. Unlike the sanitary system, <br /> the storm drainage system also has many neighborhoods and areas where the runoff flows in <br /> open ditches and detention basins. <br /> The sanitary sewer user charge may only be used to maintain sanitary sewer and combined <br /> sewers. The user charge may not be used to provide construction, rehabilitation, maintenance or <br /> operation of the storm drainage system. <br /> PRIOR COUNCIL ACTION: <br /> • October 6, 2008 -The City Council approved resolution R2008-160 authorizing Bainbridge, <br /> Gee,Milanski &Associations (BGM) to prepare a master plan for the sanitary sewer system. <br /> • March 28, 2009 -The City Council met in Study Session for the purpose of a Review of the <br /> City Manager's Recommended Budget for FY 2009 / 2010 Engineering and Infrastructure <br /> Department.The Director presented information on Engineering and Infrastructure (now <br /> Public Works) budget items, including sanitary sewer master planning and the continuation <br /> of storm sewer master planning. <br /> • October 26, 2009 -The City Council received Council Memorandum 2009-102 that provided <br /> an update to the work being done on the Sanitary and Stormwater Master Plans. <br /> • June 3,2010 -The City Council received Council Memorandum 2010-31 that provided an <br /> update on when the Stormwater Master Plan Funding Supplement,Sanitary Sewer Master <br /> Plan and Water Main Tapping Fee Update would be presented to council. <br /> • November 1, 2010 -The City Council met in Study Session to discuss the Big Four Projects; <br /> Water Infrastructure,Sanitary Sewer Infrastructure,Stormwater Infrastructure and the <br /> Police Department Space Needs. <br /> POTENTIAL OB EI CTION: During the City Council study session on November 1, 2010, some <br /> residents spoke out against any increases to fees or taxes. Others spoke in favor of providing <br /> funds for drainage improvements. <br /> INPUT FROM OTHER SOURCES: Bainbridge, Gee, Milanski &Associates <br /> STAFF REFERENCE: Richard Marley, Public Works Director will be in attendance at the City <br /> Council meeting to answer any questions of the Council on this item. <br /> BUDGET/TIME IMPLICATIONS: <br /> Budget Impact: It is anticipated that the increase to the Sanitary Sewer User Charge would <br /> generate additional revenue as proposed in Table 1. <br /> Page 4 <br />
