STORMWATER SYSTEM: <br /> Stormwater issues have been discussed several times by the City Council. The 2010 Stormwater <br /> Master Plan identified the revenue needed to address storm drainage projects.The funding <br /> supplement to the Master Plan recommended the implementation of a stormwater user charge <br /> and considered various monthly rates, including a charge of$8 per month single family dwelling. <br /> The Master Plan also recommended charging non-single family property higher fees based on <br /> the volume of stormwater runoff. <br /> During the City Council Study Session held on November 1, 2010,the Council expressed concern <br /> that an $8 charge per month per single family dwelling was too much to ask during the current <br /> economic conditions. Council was also concerned about charging higher fees to non-single <br /> family property owners. <br /> City staff is continuing to develop a proposed Stormwater User Charge that begins to improve <br /> storm drainage and takes into account Council's concerns. Staff believes that it will be in a <br /> position to bring a Stormwater User Charge proposal to City Council for consideration during <br /> spring 2011,after completing the following tasks: <br /> 1. Prepare amendments to City Code 38,Stormwater Ordinance,to create a Stormwater <br /> User Charge. These amendments will be modeled after other municipalities in Illinois <br /> that have Stormwater Utilities. <br /> 2. Prepare a Credit Manual that will establish ways that stormwater users can reduce their <br /> user charge.This manual will be modeled after other municipalities in Illinois that have <br /> Stormwater Utilities. <br /> 3. Use aerial imagery and GIS software to determine impervious,or hard surface,area on <br /> each parcel in the City of Decatur.The amount of impervious surface is directly correlated <br /> to the amount of stormwater runoff produced by each parcel. The impervious areas for <br /> parcels with single-family dwellings will be averaged to determine an Equivalent <br /> Residential Unit(ERU) for the City. Next, the number of ERU's for every non-single family <br /> property will be determined based on the parcel's amount of impervious area. <br /> 4. Establish an annual revenue target to begin making significant improvements to the City's <br /> stormwater flooding problems.The annual revenue target will include two components. <br /> The first will be funds to construct emergency storm sewer repair and smaller <br /> improvement projects. The second component will be used to finance 9 of the 10 highest <br /> priority stormwater projects listed in the 2010 Stormwater Master Plan.Work on the <br /> 10th project(32nd &Fulton) will be started,but it is too large to complete during the first <br /> phase. Later phases will finish the top ten projects,and begin work on the next set of <br /> flooding problems. <br /> 5. Set the Stormwater User Charge rate per ERU based on the annual revenue need. <br /> 6. Deliver recommendations to the City Council. <br /> Page 13 <br />
