Excerpts from Plan Commission Minutes of January 6,2011 continued: <br /> consider: The effect of the variance on the City of Decatur Comprehensive Plan; whether the <br /> variance will create <br /> a safety hazard or exacerbate an existing safety hazard; and, whether the variance will be <br /> detrimental to the overall health safety and welfare of the City as a whole, or any neighboring <br /> property." <br /> Amend SECTIONS IX.A.9. (R-6 Multiple Dwelling District), X.A.6. (0-1 Office District), <br /> XI.B.9. (B-1 Neighborhood Shopping District), and XII.A.17. (B-2 Commercial). <br /> These subsections will now read as follows: <br /> "Day care center: A fenced, outdoor play area shall accommodate 25 percent of the licensed <br /> capacity at any one time.
