Excerpts from Plan Commission Minutes of January 6, 2011: <br /> Cal. No. 10-36 Petition of KURT B. MEURLOT to amend the R-3 <br /> RDP Single Family Residence District Residence <br /> Development Plan for property located in the 2300 <br /> BLOCK FLORIAN AVENUE. <br /> Ms. Suzy Stickle was sworn in by Mrs. Janet Poland. <br /> Ms. Stickle presented the recommendation of staff: <br /> In November 1967, the City Council approved a rezoning petition to rezone properties in Home <br /> Park Manor from R-1 and R-3 to R-3 Residence Development Plan. In the original RDP, the lots <br /> of Home Park Manor 3rd Addition were to be developed for single family units, meeting R-3 <br /> Single Family Residence requirements, with the exception of Lots 41, 42, 43, 44, and 45 which <br /> were to be developed as multi-family units. <br /> The City Council then approved a petition to amend the R-3 RDP in September of 1971. This <br /> allowed for an increase from 40 single family units and 76 multi-family units to 40 single family <br /> units and 98 multi-family units for a combined total of 138 units. This amendment was approved <br /> for Home Park Manor 4t Addition. <br /> The petitioner Xroposes to amend the R-3 RDP in order to construct a duplex on Lot 22 of Home <br /> Park Manor 4 Addition. The subject site is located in the 2300-2400 Block of North Florian <br /> Avenue and is currently vacant. <br /> The size of the proposed site is 16,000 square feet and is currently zoned R-3 Single Family <br /> Residence District RDP. The R-3 zoning allows a minimum lot size of 6,000 square feet. If this <br /> lot were to be divided equally into two (2) lots, it would have a lot size of 8,000 square feet. The <br /> proposed development exceeds the R-3 lot size requirements creating a less dense development <br /> than could otherwise occur. <br /> The proposed use is compatible with the adjacent uses in the area. The property immediately to <br /> the north is multi-family and to the south and east are single family. There are other multi- <br /> family and single units in the surrounding area as allowed by the RDP. <br /> The Decatur Urban Area Land Use Plan shows this area as Residential-Low Density. Staff is of <br /> the opinion that the construction of a duplex would still allow the land to be used in a low <br /> density function and it is in harmony with the City's Comprehensive Plan. Amending the R-3 <br /> RDP for the proposed construction of a duplex should not have an adverse effect of the <br /> surrounding area. <br /> Staff recommends approval of the R-3 RDP amendment. <br /> Section XIX.G.2. of the City of Decatur Zoning Ordinance requires the Plan Commission to hold <br /> a public hearing to review the Residential Development Plan and report its findings concerning <br /> the effect on the comprehensive plan and compliance with the standards of review to the City <br /> Council. A motion to forward Calendar Number 10-36 to the City Council with a <br /> recommendation for approval is suggested. <br /> Ms. Cindy Deadrick-Wolfer, representative, was sworn in by Mrs. Poland. <br />
