Crowe, Assistant City Manager <br /> Vasudha Pinnamaraju, AICP, Environmental Planner <br /> SUBJECT: Once a week refuse removal service and once a week Single Stream Recycling service. <br /> SUMMARY RECOMMENDATION: Staff recommends approval of amendments to City Code <br /> Chapter 56 and 56.1 to facilitate a new refuse and recycling residential program with once a week refuse <br /> removal and once a week single stream recycling pickup to be implemented April 1, 2011. <br /> BACKGROUND: On September 7 2010, Staff presented a refuse and recycling proposal at City <br /> Council Study Session. Following were the major concerns expressed by the citizens <br /> 1. Residents may not be able to accommodate a 96 gallon toter for garbage and a 65 gallon toter for <br /> recycling. <br /> 2. Elimination of higher volume option with twice a week refuse removal option. <br /> 3. Elimination of back door and Alley pickups. <br /> 4. Increased cost of service for both refuse and recycling services. <br /> 5. Elimination of the unlimited yard waste pickup. <br /> Based on this feedback, staff made several changes and proposes the following new refuse and recycling <br /> residential program that addresses all of the concerns noted above. <br /> • BASIC WASTE REMOVAL SERVICE (16.65 per month, a 70 cents per month discount <br /> under cost of comparable service today) <br /> o Once a week pickup of waste of up to three (3) 32-gallon cans of trash or one (1) 96- <br /> gallon toter/cart. <br /> o Once a week pickup of Single Stream Recycling with up to One(1) 65-gallon toter/cart <br /> o Limited yard waste pickup for four weeks in April and four weeks in November <br /> • EXPANDED BASIC WASTE REMOVAL SERVICE ($19.65 per month, a 25 cents per <br /> month discount under cost of comparable level of service today) <br /> o Once a week pick up of waste but residents can have up to six (6) 32-gallon cans or two <br /> 96-gallon toters of trash (same amount of trash pickup as current twice per week <br /> service) <br /> o Once a week pickup of Single Stream Recycling with up to One(1) 65-gallon toter/cart <br /> o Limited yard waste pickup for four weeks in April and four weeks in November <br /> • PREMIUM YARD WASTE OPTION(Additional$1.00 per month) <br /> o Year-round weekly unlimited collection of residential yard waste available for $1.00 <br /> extra per month with the basic or expanded basic service. (same unlimited yard waste <br /> collection as provided currently) <br />
