NOTES: <br /> 1. The total amount now paid by residents for garbage and recycling would go down for basic <br /> service levels even though the recycling charge seen on water bills would be increased by 50 <br /> cents per month. This is because the city is lowering the cost of garbage collection for all service <br /> levels. Additional $0.50 to be used by the City to pay for recycling toter/carts or bins provided to <br /> residents at no charge and for education efforts to increase recycling. <br /> 2. The City will enter into a five year contract with annual renewals with Midwest Fiber to accept <br /> and process the recyclable materials that are collected by the licensed haulers as well as purchase <br /> recycling toters/carts for residents with the City reimbursing them for their cost. The recyclables <br /> will be collected at Midwest Fiber's Decatur location on Hubbard Ave. and processed in <br /> Bloomington at their single stream processing facility. With the materials being collected and <br /> processed in Central Illinois there is greater potential for spin off industries that can utilize the <br /> recycled materials. Midwest Fiber has also agreed to reimburse the haulers a fixed price of$10 <br /> per ton for the recyclable materials over the life of the contract. <br /> 3. Residents may have the option of renting a toter/cart from the hauler, buying a toter/cart from <br /> their hauler or buying an approved toter/cart from a department store. Hauler may only charge a <br /> monthly fee if they are renting a toter/cart to the homeowner. <br /> 4. Bag service to be continued for residents that produce a minimal amount of trash. Yard waste <br /> pickup not included with bag service. <br /> 5. Curbside or alley pickup to continue. <br /> 6. Elimination of back door service except for valid hardship reasons. Haulers may continue to <br /> provide back door service and may charge an additional fee if they choose to do so. City will not <br /> set a rate for the additional back door fee. <br /> 7. All waste materials that fit in cans and garbage toter/cart will be picked up except for <br /> environmental hazards. <br /> 8. Large item pickup to remain the same as currently allowed in City Code except the addition of a <br /> $20 surcharge for any appliances with refrigerant. <br /> 9.
