Excerpts from Plan Commission Minutes of November 4,2010: <br /> New Business <br /> Cal. No. 10-32 Petition of B & R DEVELOPMENT, LLP, located at 250 <br /> WEST FIRST DRIVE — 398 WEST FIRST DRIVE to <br /> amend the B-3 Planned Shopping Center District. <br /> Mrs. Joselyn Stewart was sworn in by Mrs. Janet Poland. <br /> Mrs. Stewart presented the recommendation of staff: <br /> The subject site is currently zoned B-3 Planned Shopping Center District and has been zoned as such <br /> since 1963. It is currently developed commercially with banking facilities, restaurants and retail on <br /> 3.41 acres. <br /> The subject petition requests that the B-3 be amended to allow for the redevelopment of the property. <br /> The petitioner is proposing a commercial development and to subdivide the property. Walgreens will <br /> be on Lot One (1), Hickory Point Bank and Monicals Pizza on Lot Two (2), and Dairy Queen will <br /> remain in its existing structure on Lot Three (3). <br /> The proposed Walgreens site will have a one (1) lane drive-up facility on the east side of the building <br /> as well as Hickory Point Bank will have a two (2) lane drive-up facility on the north side of their <br /> structure. <br /> There will be one Thirty-five foot six inch (35'6") tall sign located in the southwest corner of Lot One <br /> (1). The area of the sign will be approximately 205 square feet with approximately 20 square feet <br /> being an LED reader board/Electronic Message Unit (EMU). Wall signage will also be located on the <br /> buildings and will be in accordance with the Zoning Ordinance. <br /> Parking, landscaping, lighting and utilities are adequate for the redevelopment. <br /> The proposed amendment to the B-3 is consistent with the character of the surrounding neighborhood <br /> and general area. It is consistent with the intent of the original B-3 and the Comprehensive Plan. <br /> The B-3 plan has been reviewed and approved by the City's Technical Review Committee, Planning, <br /> Engineering and Fire. <br /> Staff recommends approval of the B-3 amendment with the following conditions: <br /> a. A signed landscaping easement agreement from IDOT will have to be submitted to the <br /> Department of Planning and Building Services prior to the item being forwarded to City <br /> Council. <br /> b. The final plat for the proposed South Shores Center Addition shall be approved and <br /> recorded prior to an ordinance for amendment being signed and recorded. <br /> c. Final site, landscaping and lighting plans shall be submitted to and approved by the <br /> Department of Planning and Building Services, Public Works Department and the Fire <br /> Department prior to building permits being released. <br /> According to section XIII.F. of the Zoning Ordinance the Plan Commission shall review the <br /> application at a public hearing and will make findings concerning the consistency of the application <br /> with the Comprehensive Plan, the Zoning Ordinance and other land development regulations. Based <br /> on the findings, the Plan Commission will make a recommendation to the City Council. A motion to <br /> forward Calendar Number 10-32 to the City Council with a recommendation for approval is suggested. <br /> Mr. John Mickler asked if staff took into consideration the traffic congestion and traffic flow that is <br /> already present in the area. Mrs. Stewart asked the Public Works Department to address the question. <br />
