EXCERPTS OF THE <br /> MINUTES OF THE <br /> TRAFFIC AND PARKING COMMISSION MEETING <br /> Tuesday, July 13, 2009, 4:00 P.M. <br /> Item#1 Request for an all way stop at the intersection of Forest Avenue and Linden <br /> Avenue <br /> Matt Newell handed out an updated Traffic Count/ Speed Study done July 8 and July 9, 2010, <br /> for the Commission members to review. The total count is about the same, in February we <br /> counted 645 vehicles and in July we counted 630 vehicles. The police went out last Friday and <br /> Saturday and ran radar. The second shift wrote nine speeding tickets in three hours and third <br /> shift wrote four tickets in four hours. <br /> Daron Drake, Jackalyn Creason, and Jon Baxter all residents of the west end shared their <br /> concerns with the Traffic and Parking Commission regarding vehicles driving at high rates of <br /> speed on West Forest. Daron Drake thought the most reasonable place for the stops signs would <br /> be Westlawn and Forest because it is a cross intersection whereas Linden is not. All the other <br /> intersections going east from Dennis to Fairview are four way stops because they are a cross <br /> intersection. There have been two car accidents in the past several years at Westlawn and Forest. <br /> The sidewalk stops at Westlawn and Forest. There are no sidewalks from there to the park. Cars <br /> park on both sides of the road. Jackalyn Creason lives in the area where there are not any <br /> sidewalks. Ms. Creason does not let her children ride their bikes out in the street. Safety is an <br /> issue whether it is people driving or walking. Jon Baxter shared photographs of the intersection <br /> of Linden and West Forest. The photographs were taken going south on Linden approaching <br /> West Forest. When you get to Forest you have to creep out into the intersection to see if it is <br /> clear or not because there is a natural hill there at Linden and Forest looking west. We have a lot <br /> of pedestrians there and there are no sidewalks and there is parking on both sides of the street. <br /> The City buses fly down that street. Discussed possibly posting no parking on one side of the <br /> street. All the people that signed the petition are very adamant about getting a stop sign first. <br /> Ed Harris would entertain a motion for an all way stop at the intersection of Linden and Forest <br /> because it is more equal distant between Dennis and Kiwanis Park and there is a pretty bad sight <br /> distances issue. Ed Harris motioned to approve an all way stop at the intersection of Linden and <br /> Forest and seconded by Marian Winter. All were in favor. The Vice Chairman declared the <br /> motion carried. <br />
