4
Excerpts from Plan Commission Minutes of July 1,2010 continued:
Mr. Casey said if you have to approve something, think of the public safety, think of the property
values and modify what you approve because he and his neighbors all have to live with it. Please
exercise common sense.
Mr. Ron McGregor was sworn in by Mrs. Poland.
Mr. McGregor lives on the south side of Fitzgerald Road at the first large bend on Big Creek after it
passes under Route 121. He is not against the project, just the location. It is too much on too small of
property. It is presently a mature woodland that is a good buffer against the commercial properties to
the north and residential to the south.
Mr. Jeff Gibson was sworn in by Mrs. Poland.
Mr. Gibson said he lives at 2345 South Mt. Zion Road. He lives two (2) doors south of Mr. Casey.
Mr. Gibson stated there are several things the engineers say they know as fact. He asked who knows
what a one hundred (100) year rain is. Mr. Gibson said there are several examples of engineer's
designs that have failed in the past years. The Wa1Mart drainage facility is causing erosion
downstream; this was designed by an engineer.
Mr. Gibson said the building in front of the proposed development has gone from a bank, to a medical
facility, and today, an office building. Which is it? Does a planned development allow all of these?
Mr. Gibson stated the landscaping has been changed but it does not hide a three (3) story building.
There is too much on too small of a footprint.
Mr. Gibson said he spoke with his uncle who is a tax assessor in southern Illinois. His uncle told him
he is fairly certain the property values will go down fifteen(15)to twenty (20) percent.
Mr. Edwards asked Mr. Horve if the dumpster location could be shielded or moved. Mr. Horve stated
he would be willing to find a different place to put the dumpster.
Mr. Mickler stated his concern with the dumpster would be the noise from the garbage hauler when
backing up especially if they come in the morning.
Mr. Edwards said his other concern is the access road from Wa1Mart. Mr. Horve said it is a
convenience factor. Ms. Stickle stated it might be needed for fire safety. Mr. Edwards said he is sure
there will be people using the road to avoid the lights as Mr. Casey suggested. Chairman Anderson
said the installation of speed bumps would help. Ms. Stickle said this is a private road. Mr. Horve said
he would be happy to look into it. He said he does feel for Mr. Casey and will do everything he can to
continue to make things better including the landscaping he would be happy to go over with Mr.
Casey.
It was moved and seconded (Edwards/Peck) to forward Cal. No. 10-10 to the City Council with
recommendation for approval as presented by staff. Motion carried unanimously.
