Excerpts from Plan Commission Minutes of July 1,2010 continued:
overuse of this location at his expense. Zoning laws are meant to protect the value of properties. We
need protection. The developers need to comply with the Ordinance.
Mr. Dave Drobisch, Certified Residential Appraiser, was sworn in by Mrs. Poland.
Mr. Drobisch stated he was asked by Mr. Casey to do a market and impact study to see what kind of an
impact this type of development would have in a residential area, primarily his property. Some of the
things he looked at were the impact on traffic and what impact the three (3) story building would have
on Mr. Casey's property. The height of the three (3) story building, even with the landscaping, will be
the main impact on residential values. He said he tried to find similar areas in Decatur and did not find
anything comparable to this development near a residential area. The closest thing he found was in the
Target area where there was only one (1) sale after the project was completed which does not show a
trend; however, that property showed a loss of about fifteen(15) percent.
Mr. Drobisch said he also checked with other communities in central Illinois through his appraisal
association and found there have been some limited studies on the impact of residential properties of
where there has been R-6 and B-2 type developments built. This study was done in the last ten (10)
years and furnished a range of information showing about ten (10) to (15) percent decline in residential
values. He also looked at different sites where assisted living units have been built and he found that
almost all of the other assisted living facilities have been built on larger sites with much more green
area and more distance between residences.
Mr. Drobisch said it would be extremely difficult to give an actual loss or impact that this development
will have on the residential area but with what limited data he did get he thinks it will be between ten
(10) and twenty (20) percent. He stated this is again, very limited data to back this up but he does feel
there will be an actual impact.
Mr. Edwards asked if Mr. Drobisch had ever run across a property increasing in value due to retail
properties coming into the residential area. Mr. Drobisch said there has been evidence of appreciate
values but not where the development is right up next to the residential homes. The homes that
appreciated were a couple of blocks from the development. Mt. Zion and Forsyth areas are examples
of this.
Mr, Mickler asked if Mr. Drobisch took into considerable the change in the market value of the home
by the Target development that decrease fifteen (15) percent. Mr. Drobisch said he could not separate
it. There is not enough data.
Mr. Casey said the development is not compatible with the area. If the developers want to build a
three (3) story complex, fine, go let them build it someplace where it is compatible. No other facility is
built on such limited space. They do not have sidewalks for their residents who will be in wheelchairs.
Mr. Casey would like the Plan Commission to reject this proposed development. There is no other
facility that he is aware of that is built on such limited space. Mr. Casey said to at least limit it to a one
(1) story building. This three (3) story building will be the biggest building around.
Mr. Casey said there is a natural buffer on the property that filters out the noise and the lights of the
Wa1Mart development; if this is knocked down that will be gone.
Mr. Casey said that a potential buyer of Mrs. Scherman's property backed out of the deal because of
the proposed development.
