Excerpts from Plan Commission Minutes of June 3,2010 continued:
Mr. John stated that Wal-Mart was a much larger facility and asked Mr. Guthrie if he could speak with
confidence that there would be no additional runoff from this facility. Mr. Guthrie said as far as this
development goes it has been designed that way. That is what they intend for it to do.
Mr. John asked if other projects have met the design objective when they were revisited. Mr. Guthrie
said generally they do. Of course, there are always exceptions, but in most cases the detention basins
are generally over designed.
Mr. Edwards asked if this basin is designed to crest over or will the discharge be pumped such as Wal-
Mart. Mr. Guthrie said it is all gravity. There are also area drains where the water will flow from the
parking lot out into the grass area to give it a chance to soak in rather than putting it directly into the
storm sewer.
Mrs. Susie Peck asked if Mr. Guthrie was confident this would take care of the water problem. Mr.
Guthrie said it will not take care of the existing water problems from Wal-Mart but it will not add any
additional water to their properties.
Mr. Horve said he selected the site as best he could. He agreed the area is a beautiful site with nice
homes. He will try to be the best neighbor he can and will do extraordinary measures to have a good
buffer. Unfortunately, the big beautiful oak tree will come down. Mr. Horve will be happy to have
neighborhood meetings to address their concerns. They will not be able to help with the drainage
situation from Wal-Mart but they will not make matters worse. The facility will be a beautiful
development.
Mr. Edwards said it might be beneficial for Mr. Horve to meet with the neighbors outside of the
Commission. He would like to bring the item back without having to go over the issues that the
Commission has already heard.
A motion was made to table Cal. No. 10-10 (Edwards/Peck). Motion approved unanimously.
