Excerpts from Plan Commission Minutes of July 1,2010 continued: <br /> Mr. Dial asked if they addressed the problem of patients wandering off or if just the drainage issue was <br /> discussed at the June 24th meeting. Mr. Flynn said the drainage problems and the height of the <br /> building were addressed. Mr. Flynn said he stated at the beginning and the end of the meeting that the <br /> developers have tried to address their concerns. The developers are not capable of satisfactorily <br /> addressing all of their concerns because the only satisfactory response they want to hear that the <br /> project is canceled and will not go forward. Mr. Flynn said in his experience with assisted living <br /> facilities, a resident wandering off very seldom happens. <br /> Mr. Edwards asked if Mr. Flynn had any evidence showing a decline in property values from this type <br /> of development. Mr. Flynn stated on other controversial developments he has been involved with he <br /> has not seen a decline in property values. <br /> Mr. Edwards stated in the last meeting there were concerns about public safety with the turning radius, <br /> and ingress/egress of the property. He asked if anything changed on the ingress/egress design, would it <br /> have to come back to the Plan Commission. Ms. Stickle said once the Plan Commission and City <br /> Council approved it, IDOT will have to approve it. If IDOT would require any major change it would <br /> have to come back to the Plan Commission and City Council. <br /> Mr. Flynn stated if the project is approved by the Plan Commission and City Council, it will then go to <br /> IDOT for approval. They will not make approval on any project prior to it being approved by the City <br /> Council. <br /> Mr. Todd Wiltzing, architect for the developer, was sworn in by Mrs. Poland. <br /> Mr. Wiltzing stated this is a ninety-three (93) dwelling unit supportive living facility. It is a halfway <br /> point between an independent senior's apartment and a nursing home. Most of these residents are <br /> mobile or need a wheelchair or walker to get around and have their faculties. The Alzheimer facility is <br /> a one (1) story building that is attached to the three (3) story building which will house people with <br /> Alzheimer's or dementia and is a very secure building. The occupancy of the building is one hundred <br /> (100)people or less which will be very low impact. Mr. Wiltzing had drawings of the first floor of the <br /> building. There are two (2) mirrored wings that create a formal courtyard for entry, a formal living <br /> room with a fireplace, and a common dining area. The second floor has the same concept. It is <br /> considered the fun floor with a game room, movie room, pub, and a cafd. The third floor is the quiet <br /> floor with a library, computer room and a salon. This type of facility allows the residents to socialize <br /> with a very short distance to get to the common areas. <br /> Mr. Wiltzing said that steps have been taken to address the impact of the three (3) story building <br /> visually. They have brought down the eave line to twenty-nine (29) feet high. The building will be <br /> built with durable and high quality materials and will be very attractive. Mr. Wiltzing had a drawing <br /> of the rear of the building which is the side that faces a lot the neighbors. Evergreen trees that grow <br /> very fast will buffer the south side of the building. This building is a natural transition to the existing <br /> residences. <br /> Ms. Susie Peck asked if this building will be similar to the Eagle Ridge building on McKinley Avenue. <br /> Mr. Wiltzing said this facility is smaller but will be a similar facility. <br /> Mr. Mickler asked why not make the building two (2) stories with a basement. Mr. Wiltzing stated <br /> you cannot have residential rooms in a basement. <br /> Mr. Mickler asked how much light will spill over into the residential area to the south. Mr. Wiltzing <br /> said the very little as the parking area is away for the residential area. The drive is to the north of the <br /> building. There are a couple egress doors that have security light that point straight down. <br />
