Excerpts from Plan Commission Minutes of July 1,2010 continued: <br /> Mr. Guy Casey asked how high the ridge line on the three (3) story building will be. Mr. Wiltzing said <br /> it will be approximately forty-six (46) feet high. <br /> Mr. Casey asked if the back of the building will be two hundred and fifty-two (252) lineal feet. Mr. <br /> Wiltzing said that was correct. Mr. Casey asked if his house sits about in the middle of the two <br /> hundred and fifty-two (252) feet. Mr. Wiltzing said he believed that was correct. Mr. Casey said his <br /> house is less than one hundred and thirty (130) feet from the back of the building which is less than the <br /> width of the back of the building. <br /> Mr. Casey asked if there is over three hundred (300) feet of green space behind the building at Eagle <br /> Ridge. Mr. Wiltzing said this was correct. <br /> Mr. Casey asked if these facilities could be designed for two (2) stories. Mr. Wiltzing said with a <br /> dramatically lower number of dwelling units or with medically unadvisable layout. <br /> Mr. Casey asked if there was only fifty (50) feet of space to the buffer yard at the back of the building. <br /> Mr. Wiltzing said it was about fifty (50) feet to the buffer yard and then thirty-five (35) feet of buffer <br /> yard. Mr. Wiltzing said the entire setback of the building from the south property line is one hundred <br /> and three (103) feet. Ms. Stickle said it is not one hundred and three (103) feet at all points. <br /> Mr. Casey said there is nothing unique about this plan that causes it to be located in this particular <br /> location. It could be built elsewhere. Mr. Wiltzing said it was designed for this site that they are <br /> presenting. <br /> Mr. Bob Dean, BWC, was sworn in by Mrs. Poland. <br /> Mr. Dean stated the entrance of the proposed development has been adjusted. He has been in contact <br /> with IDOT and they told him they will only review the plans after approval from City Council. <br /> Mr. Dean said the initial drainage plan met the requirements of the City. The allowable discharge is 6.2 <br /> cubic feet per second (CFS) He stated they have increased the capacity of the detention basin by <br /> twelve(12)percent and reduced the size of the orifice outlet to an eight(8) inch pipe which reduces the <br /> flow out of the detention basin to about 3.3 CFS. This will require a couple of hours longer for the <br /> water to run out of the basin. <br /> Mr. Dean stated before this meeting he spoke with Mrs. Scherman who owns the pasture immediately <br /> south of the proposed detention basin. The original plan was to discharge over land which would run <br /> into her pasture. Her preference is now to run the discharge underground to the open ditch. Mr. Dean <br /> said they will try to develop an easement to accommodate her. The smaller orifice will reduce the <br /> peak discharge at that location to help reduce the erosion. <br /> Chairman Anderson said if the rain is coming off the roof on all four (4) sides with no gutters and then <br /> you put gutters on all four (4) sides and it dumps into an eight (8) inch spout, you have the same <br /> amount of water coming out but you also have a lot more velocity than there was. Mr. Dean said a <br /> stilling basin will be built. The stilling basin is a structure which spreads the water out and reduces the <br /> velocity of the water before it dumps into the drainage ditch. It is made out of rip rap and it has a basin <br /> which will not stay full of water. This is a common way to slow velocity down. <br /> Mr. Casey asked if the stilling basin is in the buffer yard in the latest drawing. Mr. Dean said it is <br /> within the buffer yard on the plan. Mr. Dean said he did not know until this meeting that Mrs. <br /> Scherman wanted the pipe underground. The drawings do not reflect this. The drainage pipe will be <br /> underground which will go into the stilling basin and then discharge into the open ditch. <br />
