COUNCIL MEMORANDUM <br /> #2010-09 <br /> DATE: May 13, 2010 <br /> TO: Honorable Mayor Michael McElroy and City Council <br /> FROM: Ryan P. McCrady, City ManageraAjV <br /> Jerry Bauer, Assistant City Manager <br /> SUBJECT: AFSCME Letter of Agreement on Impact Bargaining <br /> SUMMARY RECOMMENDATION: Staff recommends that City Council approve the attached <br /> ordinance regarding the attached letter of agreement on impact bargaining, which modifies and <br /> extends the 2006-2011 AFSCME collective bargaining agreement with the City of Decatur. <br /> BACKGROUND: AFSCME's labor agreement with the City currently extends through April 30, <br /> 2011. Through the process of bargaining the impact of budget reductions for Fiscal Year 2010- <br /> 2011, the parties reached agreement to make certain modifications to the existing contract, <br /> including the extension of its term through April 30, 2012. <br /> In <br /> addition to extending the contract for one year, the attached letter stipulates: that the general <br /> wage increase for fiscal year 2010-2011 will be 2% instead of 3% for members of the bargaining <br /> unit; that the general wage increase for the additional year of the contract (i.e., 2011-2012) will <br /> be 1%; that the City will follow current contract language in furloughing any and all represented <br /> employees; that employees furloughed in April 2010 will be given a 30 day period to qualify for <br /> any general service position(s) for which they have an interest; and that seniority will explicitly <br /> be determined by rank on the Civil Service register when two or more individuals are hired <br /> simultaneously in a given job classification. <br /> According to Union leadership, the letter of agreement was approved by the membership at a <br /> meeting on May 12, 2010. <br /> POTENTIAL OBJECTIONS: There are no known objections to this agreement. <br /> INPUT FROM OTHER SOURCES: None. <br /> STAFF REFERENCE: Questions regarding the agreement should be directed to Jerry Bauer, <br /> Assistant City Manager, at 424-2801 or jbauer(a--)decaturil.gov. <br /> BUDGET/TIME IMPLICATIONS: This agreement provides for approximate savings of $67,000 <br /> for the City in the current fiscal year. The expense for the wage increase in the extended term <br /> of the contract will be included in next fiscal year's budget (FY2011-2012). <br /> Attachments <br />
