to park in the Downtown Area, excluding the Customer Parking Zone, for <br /> a fee of Fifteen Dollars ($15.00)per month per vehicle, as follows: <br /> (i) From 6:00 A.M. through 4:00 P.M. Mondays through Fridays. <br /> (ii). Vehicles must display valid Downtown Employee Parking Permit. <br /> B. Any person found to have parked a vehicle in a designated <br /> "Downtown Employee Parking" space without a valid "Downtown <br /> Employee Parking Permit" will be subject to a fine of Fifty Dollars <br /> ($50.00). <br /> C. Any vehicle found to be parked in a designated "Downtown <br /> Employee Parking" space without a valid "Downtown Employee Parking <br /> Permit" will be subject to being towed away and impounded by a Parking <br /> Meter Checker whereafter the same may be held until all towing and <br /> storage charges relating thereto are paid by the person seeking to obtain <br /> the release of the vehicle. <br /> D. Downtown Employee Parking Area is hereby described as the <br /> on-street parking areas located to the east and west sides of the 300 and <br /> 400 Blocks of North Church Street, the north and south sides of the 100 <br /> and 200 Blocks of West North Street, the north and south sides of the 500 <br /> Block of East North Street, the north side of the 200 Block of West <br /> William Street, the north sides of the 300, 400 and 500 Blocks of East <br /> William Street except spaces west of the drive west of the Civic Center <br /> Parking Lot, the south side of the 500 Block of East William Street, the <br /> south side of the 200 Block of West Prairie Street, the south sides of the <br /> 300, 400 and 500 Blocks of East Prairie Street, the west side of the 100 <br /> Block of North Church Street, the south and north sides of the 300, 400 <br /> and 500 Blocks of East Main Street, the east side of the 100 Block of <br /> South Church Street, the east and west sides of the 200 and 300 Blocks of <br /> South Church Street, and the south side of the 100 Block of West <br /> Washington Street. <br /> E. This shall not take effect until April 5, 2010. <br /> 77. IMMOBILIZATION AND IMPOUNDMENT. <br /> B. When a vehicle or vehicles has accumulated unpaid parking <br /> citations of $100 or more, the registered owner shall be sent a notice of <br /> impending immobilization and impoundment by first class mail to the <br /> address of the registered owner of the cited vehicle(s) as recorded with the <br />
