Any vehicle found to be parked in a designated "Downtown Employee Parking" space without a valid "Downtown Employee Parking Permit" will be subject to being towed away and impounded by a Parking Meter Checker whereafter the same may be held until all towing and storage charges relating thereto are paid by the person seeking to obtain the release of the vehicle. D. Downtown Employee Parking Area is hereby described as the on-street parking areas located to the east and west sides of the 300 and 400 Blocks of North Church Street, the north and south sides of the 100 and 200 Blocks of West North Street, the north and south sides of the 500 Block of East North Street, the north side of the 200 Block of West William Street, the north sides of the 300, 400 and 500 Blocks of East William Street except spaces west of the drive west of the Civic Center Parking Lot, the south side of the 500 Block of East William Street, the south side of the 200 Block of West Prairie Street, the south sides of the 300, 400 and 500 Blocks of East Prairie Street, the west side of the 100 Block of North Church Street, the south and north sides of the 300, 400 and 500 Blocks of East Main Street, the east side of the 100 Block of South Church Street, the east and west sides of the 200 and 300 Blocks of South Church Street, and the south side of the 100 Block of West Washington Street. E- E. This shall not take effect until April 5, 2010. 77. IMMOBILIZATION AND IMPOUNDMENT. B. When ar-egistered ownef of a vehicle or vehicles has accumulated unpaid parking citations of$100 or more, the registered owner shall be sent a notice of impending immobilization and impoundment by first class mail to the address of the registered owner of the cited vehicle(s) as recorded with the Illinois Secretary of State or the state in which the vehicle is registered. Such notice shall state the name and address of the registered owner, the state registration number of the motor vehicle(s), and a list of all unpaid parking citations issued to the vehicle(s). Such notice shall be deemed served as of the date of deposit in the United States mail.
